“The seal of good financial housekeeping serves as validation of our efforts in the provincial government to spend our budget and finances in a transparent and honest manner while delivering programs and services most beneficial to every Nortehanon,” Gov. Edwin Ongchuan said.

He added that being conferred with GFH shows the provincial government’s compliance with fiscal transparency and commitment to responsive governance as a whole.

Since its inception in 2010, the GFH has served as an assessment tool used to measure the performance of the local government in terms of establishing citizen engagement through a transparent reporting of public budget and expenditures.

The GFH is also one of the core components of the Seal of Good Local Governance (SGLG), which employs a more comprehensive evaluation of the administrative capacity-building efforts of the local government.

Meanwhile, eight municipalities in Leyte province have also passed the GFH – Inopacan, Tunga, Macarthur, Matalom, Villaba, San Miguel, Palompon, and Jaro.
