Mayor Binay affirms commitment to Makatizens amid Taguig land dispute

Makati City Mayor Abby Binay affirmed her commitment to Makatizens residing in the area encompassing the city's second district and vowed to cooperate fully with the national government to settle the city's land dispute with the Taguig local government. "Kahit na nakatali ang aking kamay, bilang inyong mayora ay handa akong ipagpatuloy ang paglilingkod sa inyo. Handa ako at ang inyong city government na tulungan kayo saan man kayo mapunta, kayo ay mananatiling mga Makatizen (Even if my hands are tied, as your mayor, I am ready to continue serving you. The city government and I are prepared to help you wherever you may go. You will remain Makatizens)," Binay said in a video message released on Monday morning, July 17. The mayor tried to fight back tears and keep her composure while delivering her message but her voice broke as she called on her constituents for their support. "Mga kapwa ko Makatizen, magsama-sama at maghawak-kamay tayo. Hindi kami susuko. Hindi ako susuko. Bilang inyong mayora, ipinapangako ko na hanggang sa dulo, hindi ko kayo iiwan (My fellow Makatizens, let's unite. We will not give up. I will not give up. "Sa susunod na mga araw makikipagugnayan at makikipagtulungan ang inyong lingkod at city government sa mga kaukulang departmento at ahensya ng national government (In the coming days, we will coordinate and cooperate with the departments and agencies of the national government)," she added. Last April 3, [the Supreme Court (SC) affirmed the 2021 decision declaring that Bonifacio Global City (BGC) and 10 barangays in the second district of Makati City were under the jurisdiction of the Taguig City government.](https://mb.com.ph/2023/4/3/sc-declares-final-2021-decision-on-taguig-city-makati-city-land-dispute) The 10 barangays include Pembo, Comembo, Cembo, South Cembo, West Rembo, East Rembo, Pitogo, Rizal, Northside and Southside. The 2021 ruling, written by Justice Ricardo R. Rosario, was said to be based on the "historical, documentary, and testimonial evidence." She said she has not yet received a copy of the said SC decision but emphasized that the Makati local government respects the decision of the SC. Binay also clarified that the wellbeing of around 300,000 displaced families and individuals living in the 10 barangays of the second district are her main priority concerns. The Makati City government allocated over P9 billion to the second district in 2022, which the mayor said was "not seen as an expense, but a right of every taxpayer in Makati." Binay questioned the benefits that the Taguig local government allegedly promised to the residents of the second district such as scholarship offers to senior high school students, as well as their commitment to supporting those living in the disputed land. "Hindi lahat ng serbisyo at benepisyo na ibinibigay ng Makati ay ibibigay o kayang tapatan ng Taguig, maging sa dami o sa kalidad (Not all services and benefits that are offered by Makati will be provided or even matched by Taguig, whether in their quantity or quality)," she said. The Makati City local government has allotted more than P1.51 billion for medicine to the second district in 2018; P900 million in drug subsidies under the Makati Health Department's General Medical Care Program; and over P612 million for pharmacy management in the Ospital ng Makati (OsMak) Patient Care Program.
