Pasig LGU starts preliminary meetings for new zoning, land and water use plan

The Pasig City local government began the preliminary meetings of stakeholders for the revision of the city's Zoning Ordinance and the creation of the Pasig City Land and Water Use Plan (PCLWUP) for 2023 to 2031. The two-day meetings, held on July 11 and 12, sought to gather 130 participants for consultation and coordination sessions to review and update the Zoning Ordinance, which was passed in 2015 and will lapse this year. According to the local government, the Zoning Ordinance is required in order to finalize the PCLWUP. As an essential tool in urban development planning, the PCLWUP will be the local government's basis for the "classification of land and water use" in relation to projects, programs, and policies (PPPs) within the city's territory. The PCLWUP includes proposals on public and private land development, greening programs for land and water transport systems, and aims to address issues involving informal settler families (ISF) in danger zones, among others. Among the 130 participants were representatives from the local government offices and departments, the 11th City Council, the City Development Council (CDC) members from the civil society sector, Department of Human Settlements of Urban Development (DHSUD), Metro Manila Development Authority (MMDA), and National Economic and Development Authority (NEDA). The activity was organized by the City Planning and Development Office (CPDO), in partnership with the Tomeldan, Alli & Molina (T.A.M) Planners Co. and Rurban Strategic Development Planners, Inc. (RSDPI); all of whom are the leading offices tasked to oversee the PCLWUP 2023 - 2031 and the draft of the new Zoning Ordinance. Presentations were made concerning the PPPs of the DHSUD in relation to land and water use and zoning, as well as land use development and management guidelines and practices; and legal mandates and development controls and guidelines for the Zoning Ordinance and the PCLWUP. The sessions included discussions on the common issues experienced in the implementation of the Zoning Ordinance in Pasig, along with the shortcomings in the evaluation processes before issuing locational clearances and certificates of conformance. As references for the new Zoning Ordinance, the zoning practices of the cities of Pasay, Makati, and Taguig, specifically the "transport-oriented development" implemented at the Bonifacio Global City (BGC) were also showcased. A workshop was conducted to focus on the updates regarding the land use and zoning categories for each barangay that will be reflected in the new ordinance. It tackled the barangay-level issues on the zoning and Development guidelines through clusters, comprising West Barangays (San Antonio, Ugong, Oranbo, Kapitolyo, Bagong Ilog, and Pineda); North and East Barangays (Santolan, Dela Paz, Manggahan, Rosario, and Sta. Lucia); Central and Southeast Barangays (Maybunga, Caniogan, San Miguel, and Pinagbuhatan); South Barangays (Buting, Bambang, Kalawaan, and San Joaquin); and the Poblacion Urban Redevelopment Area (PURA) Barangays (Sta. Rosa, Sumilang, Bagong Katipunan, San Jose, Kapasigan, Sagad, Sta. Cruz, Sto. Tomas, Malinao, Palatiw, and San Nicolas). The participants voiced their insights on the recommendations for the reclassification of the categories based on the current "actual use" of the land area in Pasig. The outputs of the meeting will be integrated into the working draft of the new Zoning Ordinance. Succeeding gatherings for stakeholders from the city's 30 barangays will also follow.
