Concerned agencies in the release of the Performance-Based Bonus (PBB) were urged by teachers to ensure that the release of the said incentive will no longer be delayed. The Alliance of Concerned Teachers (ACT) Philippines and the Teachers’ Dignity Coalition (TDC), issued separate statements to urge the concerned agencies in the release of the PBB to find ways that would ensure that it would be released on time. TDC, for its part, requested a meeting with Department of Budget and Management (DBM) Secretary Amenah Pangandaman so it can submit recommendations based on its “experiences” since the government began granting the PBB in 2012. “We believe that incentives like the PBB should be given to all qualified employees in a fair, timely, and easy manner,” TDC said. “The recurring delay caused by the complicated process remains the primary obstacle and the main reason why the wait for this PBB is a hardship rather than an exciting part,” the group added. For TDC, Pangandaman’s public engagement is a “new chapter” in the ongoing PBB story. “We look forward to open and enhanced communication with the new DBM leadership,” the group added. ACT, on the other hand, demanded concrete steps from the Department of Education (DepEd) to “rectify this unacceptable delivery” of PBB. The 2021 PBB, according to the groups, has been released early this month but only for teachers in Metro Manila. They are urging the concerned agencies to ensure the immediate release of the incentive to teachers in other regions as well. READ:

No more delays in PBB 2022
For the groups, there should be no delays in the release of the 2022 PBB. “Our teachers, who are all performing effectively, cannot afford to wait another two years for the PBB for FY 2022,” TDC said. “The delay must be stopped,” it added. ACT, for its part, noted that as the school year 2022-2023 ended, DepEd should make sure that the next PBB will “not be delayed again.” The DepEd, ACT said, must learn from its “past errors” and prioritize the processing to ensure that the release of PBB 2022 for all eligible teachers will be released on time. “Our teachers deserve nothing less than timely benefits that acknowledge their hard work, dedication, and commitment to the noble cause of education,” ACT said. ACT noted that the delay in the release of the PBB not only affects the economic conditions of teachers but also “undermines their trust” in DepEd as the responsible agency for teachers and education workers. “The failure to fulfill their labor rights sends a distressing message that their contributions are of low importance,” ACT said. With this, ACT called upon the DepEd to address the concerns of teachers and provide a “clear timeline” for the release of this benefit and ensure the release of the 2022 PBB before the end of December 2023. “We urge the Department of Education to act responsibly, fulfill its obligations, and ensure the timely release of all teachers’ benefits like the PBB,” ACT added.
