PRO-13 awards 23 personnel for exemplary performance


CAMP RAFAEL C. RODRIGUEZ, Butuan City – The Police Regional Office-13 awarded 23 uniformed and non-uniformed personnel for their exemplary performance on Monday, July 10.

The associate city prosecutor of the Butuan City Prosecutor’s Office, Rambo F. Quico was the guest of honor and speaker and awarded the recipients.

Police Lt. Col. Romeo A. Villalobos, Major Aldrine O. Camo, Major Mark M. Navales, Major Julius Ceasar B. Alamani, Major Josef Carlo V. Silang, Capt. Angelito E. Avila, Capt. Adrian R. Sevilla, Lt. Jonathan O. Dungo, Executive Master Sgt. Joel G. Ederosas, Senior Master Sgt. Ryan D. Baldecir, Senior Master Sgt. Wilfredo B. Salino V, Staff Sgt. Melchor C. Banate, Staff Sgt. Charliemagne B. Salinas, Staff Sgt. Raf L. Lansangan, and Corporal Eleuterio M. Morada Jr. received the Medalya ng Kagalingan for the arrest of the most wanted person in Caraga for various crimes.

Suspect was a former vice commanding Officer of SYP 16B, G16 of the Communist Party of the Philippines-New People's Army Northeastern Mindanao Regional Committee. He was arrested on June 13 in Barangay 9, Cabadbaran City, Agusan del Norte.

Police Major Joemel I. Maquiling, Executive Master Sgt. Antonio Ulysses B. Bautista, Corporal Neil M. Lastimosa, Corporal Rex Joy C. Minglana, Corporal Isabelino C. Torred, Patrolwoman Marjorie A. Naragas, and Patrolwoman Arnie R. Aplan were bestowed the Medalya ng Kagalingan for the arrest of a most wanted person in Surigao del Sur on June 4.

The suspect was listed as a Top 4 Provincial Level Most Wanted Person for three counts of incestuous rape in relation to Republic Act 7610 or the Special Protection of Children against Abuse, Exploitation, and Discrimination Act.

Non-Uniformed Personnel Pinky S. Vilvestre received the Medalya ng Papuri for being the regional focal person of the Crime Information and Analysis System (CIRAS) E-Project from 2016 up to the present and for being one of the instructors of the Criminal Investigation Course and Next Generation Investigation Solution Seminar.

Quico, in his message, emphasized three practical and feasible exercises that the PNP can perform during the conduct of investigation – review, revise, and update investigation manuals, especially in handling drug cases; be fastidious in the conduct of the investigation process, and inculcate the idea of fairness, impartiality, and reasonableness in the conduct of investigation to give justice.

“Our personnel are due to be recognized for performing above and beyond the calls of duty,” said PRO-13 Director Police Brig. Gen. Pablo G. Labra II.

Labra added that PRO-13 continues to unleash its best effort to ensure that justice and the rule of law prevail.
