DICT chief welcomes EO on streamlining permits for digital infrastructures
The Department of Information and Communications Technology (DICT) chief on Monday, July 10, welcomed the issuance of Executive Order (EO) No. 32, which aims to streamline permits of telecommunications and ICT infrastructures.
DICT Secretary Ivan John Uy said the EO "will improve the public's access to reliable connectivity," pointing out that "this (EO) measure will be a vital component in ensuring that no Filipino will be left behind in this digital age."
"Through the deployment of shared PTTIs (Passive Telecommunications Tower Infrastructures) and other ICT infrastructure, especially in geographically isolated and disadvantaged areas, we are supporting our beloved President's vision of deploying digital connectivity across our islands," he added.
Expressing gratitude to president
DICT secretary expressed gratitude toward the President, stating, "I would like to thank our beloved President, President Ferdinand R. Marcos, Jr., for issuing this landmark measure." "The issuance of EO 32 is a crucial step in our goal of attaining a digitally inclusive nation. As we pursue the streamlining of requirements for the construction of telecommunications and ICT infrastructure, we have removed the roadblocks that impede the provision of safe and reliable connectivity to all Filipinos."EO assembles technical working group
With the issuance of EO, it also summoned the opportunity to assemble a Technical Working Group (TWG) on Telecommunications and Internet Infrastructures. The said group shall be chaired by the DICT, with the Anti-Red Tape Authority (ARTA), National Telecommunications Commission (NTC), Department of Public Works and Highways (DPWH), and the Department of the Interior and Local Government (DILG) as its members, to ensure the effectiveness and efficiency of the implemented order.One-stop shop for construction permits
Also, under section 5 of the EO, all cities and municipalities must build a One-Stop Shop for Construction Permits to provide frontline services to applicants, securing building permits and other related certificates, such as permits and certificates for constructing telecommunications and internet infrastructures. On July 5, Marcos Jr. spearheaded the issuance by signing EO No. 23, "which expedited the process of applying for permits for the construction, installation, repair, maintenance, and operation of Shared Passive Telecommunications Tower Infrastructure (PTTIs) and the erection of poles and installation of aerial and underground cables, underground fiber ducts, and other passive infrastructures," DICT stated on its official social media account. It aimed to avoid red tape, in which no other national or local permit or clearance shall be required to construct, install, repair, operate, and maintain the telecommunications and internet infrastructures. Meanwhile, local telecommunication companies lauded the President's decision, which simplified the obtainment of government permits to construct telecommunications and internet infrastructures.
