Caloocan, Malabon and Navotas mayors lead top performing first-term leaders - survey
The local chief executives of the cities of Caloocan, Malabon and Navotas were rated as among the leading "top performing first-term city mayors" in the country in a survey conducted by the RP-Mission and Development Foundation Inc. (RPMD) from February to March 2023.
RPMD said on Tuesday, June 6, that the survey was held last Feb. 25 to March 8. The findings highlight the commendable achievements of the first-term mayors who demonstrated their exemplary leadership and significant contributions to the development of their respective cities/ municipalities.
It covered all cities in the regions in the country and was participated by 10,000 registered voters who were randomly selected.

Among the parameters of the survey were the mayors’ performance in policy implementation, service delivery, financial management, stakeholder involvement, transparency, anti-corruption measures, public relation and communication development activities.
In the survey, Caloocan City Mayor Dale Gonzalo Malapitan got a 91.8 percent job performance rating; Malabon City Mayor Jeannie Sandoval garnered 91.99 percent; while Navotas City Mayor John Rey Tiangco got 91.82 percent.
According to the RPMD, the three mayors were statistically tied for the number one spot, along with Candon City (Ilocos Sur) Mayor Eric Singson who got a rating of 92.80 percent.
“Maraming salamat po sa patuloy na pagtitiwala, mga Batang Kankaloo. Nais po nating ipagpatuloy ang matiwasay at dedikadong pamamahala na palaging inuuna ang kapakanan ng mamamayan (Thank you very much for your continued trust, Batang Kankaloo. We want to continue the peaceful and dedicated administration that always puts the welfare of the people first),” Malapitan said.
“Sa isang taon ng serbisyong may aksyon at malasakit, malaking karangalan pong kilalanin at malaman na nararamdaman ng ating nasasakupan ang ating taos-pusong paglilingkod (In a year of service with action and compassion, it is a great honor to be recognized and know that our constituents feel our sincere service),” he added.
Meanwhile, Tiangco and Sandoval also thanked their constituents for the high job performance rating they received as first-term mayors in their respective cities.
“Makakaasa po kayo sa patuloy na pagpapataas natin ng buhay Navoteno (You can count on us in continuing to improve the lives of Navotenos),” Tiangco said.
Cavite City Mayor Denver Chua and Ozamis City (Misamis Occidental) Mayor Indy Oaminal Jr. shared the second spot with job perfomance ratings of 88,85 percent and 88.78 percent, respectively.
Tied on the third spot were Ormoc City, Leyte Mayor Lucy Torres-Gomez (87.91 percent), Legazpi City, Albay Mayor Geraldine Rosal (87.55 percent); and Santiago City, Isabela Mayor Sheena Tan (87.42 percent).
