Concepcion, also the chief executive officer of RFM Foods Corp., described this as the right decision from President Ferdinand “Bongbong” Marcos Jr.
“President Ferdinand Marcos Jr. made the right decision in appointing Dr. Herbosa and Teodoro to their respective positions because they are more than qualified,” he said in a statement.
“We congratulate Dr. Herbosa for his appointment as DOH Secretary. I am confident that with him at the helm, the DOH is in good hands and our country’s healthcare would be in a better situation,” he added.
Concepcion himself backed Herbosa’s appointment to the health department, even recommending him to Marcos when he assumed office last year.
Herbosa, who served as DOH undersecretary from 2010 to 2015, was a medical adviser of the National Task Force Against Covid-19.
Concepcion believes that Herbosa’s vast experience in the medical field puts him in a good position to further advance the country’s recovery from the pandemic.
He also provided “valuable guidance and advice” to Go Negosyo’s efforts through the Advisory Council of Experts (ACE) against Covid-19, especially on its “A Dose of Hope” initiative that helped inoculate millions of workers.

Concepcion also welcomed Teodoro’s appointment, saying that his experience as defense chief during the Arroyo administration will help the Marcos’ government efforts to defend and protect the nation's territory. The lawyer was also a Bar topnotcher in 1989 and a former three-term representative of the 1st District of Tarlac. He obtained a Master's degree in Law from Harvard University as well.
