DILG tackles mediation approach to resolve community disputes

The Department of the Interior and Local Government (DILG) discussed mediation and settlement techniques to settle conflicts amicably at the community level in Aurora.

* DILG Abra Provincial Director Daisy Payang explained that this was tackled during the second season of the “Usapang DILG: Gabay sa Pamamahalang Lokal” radio program which is geared towards promoting “a culture of learning and knowledge sharing in pursuit of sustainable development through excellence in local governance.’’ Payang cited that the radio program supports the DILG in its role as a primary catalyst for excellence in local governance by reaching a larger audience that includes the geographically isolated barangays in Aurora. Usapang DILG: Gabay sa Pamamahalang Lokal radio program is aired by the DILG Abra through the Local Governance Resource Center "TAMBULI" in collaboration with DWBW 92.1 RTV Baler, Radyo Kawadi and Radyo Kaedup, according to the DILG. Earlier, the DILG in Aurora has also partnered with the National Police Commission (NAPOLCOM) in conducting the “Capacity Development Training for People's Law Enforcement Board (PLEB) members’’ of the eight towns in the province. DILG officer-in-charge (OIC) Provincial Director Ener P. Cambronero highlighted that the purpose of the capacity building activity is to ensure that the newly established PLEB of the municipal local government units (LGUs) of Aurora “will be equipped with the knowledge on their functions, powers and duties, in order to effectively perform the same.’’ Further, Regional Director Julieta P. Rañeses of NAPOLCOM Region 3 commended the participants for their active participation during the conducted lectures and workshop. She emphasized that the role of the PLEB in the community is very crucial in maintaining peace and order. The PLEB is a check and balance mechanism that promotes active people's participation and empowers the citizen against abusive and erring policemen, thereby instilling discipline in their ranks. It has the power to hear and adjudicate all citizen's complaints formally filed with, or referred to it, against any uniformed member of the PNP, and if warranted, impose the corresponding penalty.
