Abalos says new BJMP chief right man for the job

Interior and Local Government Secretary Benjamin ‘Benhur’ Abalos Jr. believes that the wealth of experience and integrity in public service of newly-designated Bureau of Jail Management and Penology (BJMP chief Director Ruel Rivera will propel the bureau to become a ‘world-class agency and premiere safekeeping institution for persons deprived of liberty (PDL). In commending Rivera, Abalos noted that the DILG will always stand by him in rendering the ample guidance and necessary support as he now becomes the BJMP’s full-fledged chief. “An accomplished jail officer, Jail Director Rivera obtained his public safety degree from the Philippine National Police Academy (PNPA) and is a member of the PNPA Patnubay Class of 1995,’’ the DILG said Thursday, June 29. In his 28 years in service, Rivera climbed the ranks of the Jail Bureau, from serving as a warden of municipal, city and district jails to holding various vital positions in the BJMP’s Command Group. On Monday, June 26, President Ferdinand ‘Bongbong’ Marcos Jr. appointed Rivera as the 10th BJMP chief replacing the retired Allan Iral. Iral, 54, reached his optional retirement from the service on June 23 after reaching the four year maximum tour of duty as BJMP head. Rivera will now lead the 20,813-strong BJMP assigned to supervise 126,606 persons deprived of liberty (PDL) in its 479 jails with a nationwide congestion rate of 365 percent. Throughout his career, Rivera has consistently demonstrated exceptional leadership skills, strategic thinking, and a deep understanding of the complexities and challenges faced by the Jail Bureau. The new BJMP chief played a vital role in implementing innovative programs and initiatives aimed at enhancing the effectiveness of the BJMP's operations and the rehabilitation of PDL. In his tenure at the BJMP, Rivera displayed exemplary dedication and commitment to the bureau's mission of ensuring safe and humane custody of PDL. “He never shied away from being deployed to various regional offices as a staff officer, Regional Chief of Directorial Staff and Assistant Regional Director, until his eventual ascent to the seat of the Regional Director of BJMP-MIMAROPA from 2013 to 2014,’’ the BJMP statement read.
