PNP starts screening process for ex-MILF, MNLF members who want to be cops

The Philippine National Police (PNP) has started processing the application of the members of two former secessionist groups in Mindanao to be members of the police force in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). In June last year, more than 11,000 former members of the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF) took the qualifying examination conducted by the National Police Commission (Napolcom). The entry of MILF and MNLF members in the PNP is stipulated in the Republic Act No. 11054, or the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao, after a peace agreement was signed with the government following a long peace negotiations to end the Mindanao conflict. PNP spokesperson Col. Jean Fajardo said that out of the more 11,000 examinees, around 7,000 passed the qualifying exams but only 1,000— 700 from MILF and 300 from the MNLF— of them were endorsed by the Bangsamoro government—which is one of the major requirements for their entry. Their entry, however, is governed by the quota system in the Police Regional Office-BAR wherein only 400 slots are available. “The PNP quota for PRO-BAR in the recruitment process is 400 so 70 percent of this slot, which is around 280, will go to the MILF while 30 percent, or around 120, will go to the MNLF,” said Fajardo. Currently, Fajardo said all the 1,000 who were endorsed to join the PNP will undergo a series of medical and physical fitness tests, which serves as a competition among them until the allowed quota is filled up. Among them are physical, psychological and the Body Mass Index (BMI).  While the PNP recruitment system is strict especially when it comes to age, height and educational attainment, the Napolcom earlier relaxed the rules to give way to the implementation of the law that created the BARMM. The age requirement for MILF and MNLF applicants, based on the memorandum, shall not be below 20 nor over 35 years of age. For applicants belonging to a cultural community or an indigenous group, they must be at least 1.52 meters in height for male and 1.45 meters for female, provided that they secure certification of membership from the National Commission on Muslim Filipinos (NCMF) or from the Ministry of Indigenous People’s Affairs (MIPA). For the educational requirement, applicants must have completed at least four years of high school studies from a secondary school under the previous four-year high school program or Junior High School under the K-12 Basic Education Curriculum, or its Alternative Learning System (ALS) Accreditation and Equivalency Program accredited by the Department of Education (DepEd) or by the Ministry of Basic, Higher and Technical Education (MBHTE). Fajardo said that those who were endorsed will be subjected to background checks to determine if they are facing criminal charges. “Definitely, that would be grounds for their disqualification (if the applicants have criminal records),” said Fajardo. Those who would pass the physical and medical exams will then undergo one year and another six months of field training. Fajardo said they expect the entire process to be completed before the end of this year, adding that all those who would be recruited will be assigned to PRO-BAR. “We need to integrate to the mainstream society all the former members of the MILF and the MNLF who have no previous records and once they are there, we believe that they themselves would advocate for peace and order in their areas because would be part of the government being members of the PNP,” said Fajardo.
