The event was attended by Rizal Governor Nina Ynares and officials from the provincial government and COA. The government center is located in Sitio Cabading in Antipolo City. "Sa pamamagitan ng pagbubukas at pagooperate ng COA Rizal PSAO, may katulong na tayo sa pagsulong sa good local governance at kaunlaran sa ating lalawigan. Mas madaling matutukan ng COA ang lahat ng ahensya ng pamahalaan dito sa Rizal, national government agency man o local (With the opening and operation of COA Rizal PSAO, the provincial government will now have a helping hand in promoting good local governance and prosperity in our province. The COA will now be able to keep a closer eye on all agencies of the government here in Rizal regardless if it's a national government agency or local)," Ynares said. "Bago kasi naitayo ang PSAO Rizal ay sa Quezon City pa ang kanilang tanggapan. Ngayong nandito na sila, mas malapit na din ang sumbungan ng ating mga kalalawigan kung sakaling may makita silang mga maling pamamaraan ng paggastos ng pera ng taong bayan (Prior to the construction of PSAO Rizal, COA's satellite office is located in Quezon City. Now that a nearer satellite office has opened, it will now be easier for our residents to access the agency's services and report any wrongdoings and corruption in the use of the people's money)," she added. The governor also lauded the Antipolo City local government for helping make the facility a reality. In 2022, four towns in Rizal were among the 29 local government units (LGUs) in Region 4-A that bagged the Seal of Good Local Governance (SGLG) Award 2022 spearheaded by the Department of Interior and Local Government (DILG). These are the towns of Binangonan, Angono, Morong, and Teresa. To be a recipient of the annual DILG citation, the LGUs must pass the stringent SGLG parameters on the aspect of financial administration and sustainability; disaster preparedness; social protection and sensitivity; health compliance and responsiveness; sustainable education; business-friendliness and competitiveness; safety, peace and order; environmental management; tourism, heritage development, culture and arts; and youth development. The SGLG awardees received the Incentive Fund to finance the local development initiatives in support of national goals and strategic thrusts. Rizal province was also the only recipient of the DILG seal in Region 4-A in 2022.
