The all-out campaign is in response to the call of Philippine National Police chief Police Gen. Benjamin C. Acorda Jr. to implement the campaign against the use of carnapped and evidence vehicles, PRO-13 Director Police Brig. Gen. Pablo G. Labra II said. Labra ordered all commanders and directors of police provincial and city offices, battalions and provincial and city mobile forces, as well as chiefs of municipal police stations in the Caraga region to redouble their effort against unregistered and carnapped vehicles. The Regional Highway Patrol Unit (RHPU)-13 and PRO-13 Regional Intelligence Division (RID) based at the police regional headquarters here inspected vehicles entering the camp on Wednesday, May 31. The inspection sought to identify police officers who use impounded, unregistered, or carnapped cars and motorcycles, Labra said. All drivers were asked to present legal documents to prove their ownership of the vehicle. Labra said no carnapped and evidence vehicles were discovered. However, two unregistered motorcycles were impounded, he said. “As law enforcers, we must be the first to obey the law and set as a good example to the people we are serving,” Labra said. “It is our moral obligation and responsibility to demonstrate commitment to upholding the law and serving the public with honor and integrity.”
