Guanzon, a P3PWD Party-list nominee, found out that Duterte was a backer of the Sexual Orientation and Gender Identity Expression Equality (SOGIE) Bill--a measure that benefits the Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) community. The SOGIE Bill aims to protect individuals from discrimination based on their sexual orientation, gender identity, and expression. At least seven bills on SOGIE are being discussed at the technical working group (TWG) level in the House. These are House Bill (HB) Nos. 222, 460, 3418, 4277, 5551, 6003, and 7036. Typically, bills are consolidated and enhanced by solons during the TWG phase. It was during the election campaign period last year when then-Davao City Mayor Duterte said that she was part of the LGBTQ community.
