Quezon is now free from Reds, declares stable internal peace and security
The entire province of Quezon was declared as free and stable from the influence of the Communist Party of the Philippines-New People’s Army (CPP-NPA) following a series of interventions that include successful encouragement of communist rebels to return to the folds of the law.
The declaration of Quezon province as stable internal peace and security (SIPS) symbolically coincided with the 125th Independence Day on Monday, June 12, in a ceremony attended by Police Lt. Gen. Rhoderick Armamento, director of the Area Police Command – Southern Luzon; Lt. Gen. Efren Baluyot, commander of the military’s Southern Luzon Command; and, Quezon Gov. Helen Tan.

“The historic declaration of Stable Internal Peace and Security in the province means that the heinous crimes committed by the communist group CPP-NPA-NDF have been successfully subdued,” said Tan in a statement.
During the ceremony, Tan also signed an agreement with the top police and military officials to map out measures for further cooperation in the future for the total eradication of insurgency in the province.
“Hindi ito isang resolusyong pampapel lang, kailangan isabuhay natin, bigyan ng buhay ang mga titik na nakalagay sa resolusyon, kailangan maramdaman ng ating mamamayan na matahimik, mapayapa, at ligtas ang ating lalawigan. (This is not a mere resolution written on paper. We need to make sure that we strictly implement all the words in the resolution. The people of Quezon should also feel that ours is a peaceful, orderly and safe province),” said Tan.
Darrel Dizon, director of the Department of the Interior and Local Government (DILG)-Quezon province attributed the successful anti-insurgency operations to the strict implementation of Executive Order 70, which he said, encouraged a lot of rebels to surrender to the authorities.
Those who surrendered, he said, are now beneficiaries of the Enhanced Comprehensive Local Integration Program (ECLIP).
ECLIP is an assistance program offered for former rebels through which they are given a variety of help, knowledge, and skills training thereby promoting reconciliation in a non-violent manner.
Ten rebel returnees who attended the event were declared as beneficiaries of the said program and received intervention for their peaceful reintegration into society.
For his part, Vice Governor Anacleto “Third” Alcala together with the Sangguniang Panlalawigan of Quezon, has expressed support to what he described as a historical event.
Likewise, the mayors of the 39 municipalities and two cities of the Province of Quezon supported the event and were recognized by the provincial government for their efforts in keeping the peace and order in their respective towns.
Tan also expressed gratitude to partner agencies under the Provincial Peace and Order Council such as Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Bureau of Fire Protection (BFP), and the Department of the Interior and Local Government (DILG) for making the event possible and urged them to continue their support in bringing peace in the province.
“Magkaisa po tayo, Quezon ang pinakamahirap na lalawigan sa ating rehiyon. Pero sa araw na ito, uusad tayo at susulong. (Let us all unite. Quezon id the poorest province in our region but on this day, we will move forward),” Tan said.
