'Deeply concerning': Clarita Carlos voices out fears about AI

Professor Clarita Carlos has expressed fears over the dangers posed by artificial intelligence (AI) in several Facebook posts. Carlos, who currently serves as House Speaker Martin Romualdez's chief policy adviser on security and defense concerns, went straight to the point in her post Monday, June 12, as she asked: "When AI designed robots become SENTIENT, can they still be controlled?" "What if AI designed robots breach protocols that will push buttons that will start a nuclear war?" added Carlos. "Deeply concerning," said the former national security adviser of President Ferdinand "Bongbong" Marcos Jr. Earlier Sunday, June 11, Carlos also wrote on her wall, "If the AI genie is already out of the bottle, is a regulatory framework to CONTROL IT already inutile?" It's safe to say that while AI has its useful applications, Carlos finds legitimate reason to be concerned about AI that's left unchecked. Among the House of Representatives members, it's Surigao del Norte 2nd district Rep. Robert Ace Barbers who is most vocal about regulating AI. Barbers filed in the current 19th Congress House Bill (HB) No.7396, or the proposed Act promoting the development and regulation of AI in the Philippines. It seeks the creation of a “superbody” dubbed the Artificial Intelligence Development Authority (AIDA). Barbers said AIDA will be responsible for the development and implementation of the AI technological phenomena in the country. More importantly, the agency will act as a “watchdog” against unscrupulous individuals that would take advantage of or use it for their selfish or criminal ends.
