The same letter was forwarded to Abalos for the promotion of four senior police officials to one star-general— Victor V. Arevalo, Lex Ephraim C. Gurat, Paul Kenneth T. Lucas, and Roderick D. Mariano. Maranan, Lucas and Mariano are all members of the PNP Academy Class of 1995 while Arevalo is a member of the PNPA Class of 1994. Gurat belongs to PNPA Class 1992. Maranan is currently the chief of the PNP-Public Information Office while Lucas is currently the head of the Firearms and Explosives Office. Mariano is the number two man of the Police Regional Office 13 in Caraga region. Arevalo, on the other hand, is the head of the PNP’s Center for Police Strategy Management, which is in charge of directing the police organization to a good performance management down to the lowest police units. Gurat is the chief directorial staff of the National Capital Region Police Office (NCRPO). The five senior police officials were among the 917 PNP third level officers who were immediately cleared by the Five-Man Advisory Group of any drug link. The approval of their promotion was delayed due to the evaluation and assessment of all PNP senior officers as part of the internal cleansing to eliminate ranking officials with drug links.
