According to the Presidential Communications Office (PCO), Marcos signed Memorandum Circular No. 19 on Tuesday, May 2, to address criminality and ensure the country’s peace and security by adopting a “whole-of-government” approach.
Under the Philippine Development Plan 2023-2028, this year’s NCPP “operationalizes the strategies for ensuring peace and security” with the National Police Commission (Napolcom) leading its implementation.
Napolcom developed the 2023 NCPP through its Technical Committee on Crime Prevention and Criminal Justice, composed of experts from government agencies and non-government organizations involved in the criminal justice system.
