After almost three decades, the Department of Agrarian Reform (DAR) has finally resolved the landownership issue of Hacienda Tinang in Concepcion, Tarlac.

During a Palace briefing on Tuesday, Agrarian Reform Secretary Condrado Estrella III said that in two weeks the agency may start distributing titles to farmers.

“[W]e are happy to inform everybody that our formula of multiple shuttle diplomacy and constantly holding dialogues with the stakeholders ay finally we were able to resolve this case and mayroon tayong nailabas na desisyon na tungkol dito sa Hacienda Tinang (we have issued a decision on the case of Hacienda Tinang),” he announced.

“And  we thank  God for this accomplishment because here  we  have resolved this problem finally,” he continued.

Estrella said the case of Hacienda Tinang was very complicated because it was not only as simple as farmer versus landowner, it transformed into “farmer group versus another farmer group.”

He recalled that the agrarian reform department went to Hacienda Tinang on the orders of President and Agriculture Secretary Ferdinand “Bongbong” R. Marcos J. to talk the stakeholders and resolve their issues.

According to the DAR chief, their decision is now final and executory as nobody from the stakeholders appealed the decision of the agrarian reform department.

“And we were able to resolved it finally. The wonderful thing about it, is that after we released the decision on this case,  wala hong nag-file ng appeal, walang nag-protesta (nobody filed an appeal, nobody protested),” said Estrella.

“And as a matter of fact, ito po ay final na po and executory itong kasong ito, dahil wala pong nag-file ng appeal.  Wala pong nagprotesta at as a matter of fact, iyon pong director, already issued or about to issue already a writ of execution (This decision on the case is final and executory because nobody filed an appeal. Nobody protested and as a matter of fac, the director already issued or about to issue a write of execution).”

Per Estrella, the agency will distribute 450 land titles for a total of 450 families.

He said the total land area that DAR would distribute has a total of 200 hectares.
