Labra said one way for the police to honor and respect the Philippine flag is doing duties right in all dealings, engagements, and operations. "I challenge everyone to be of good service to the countrymen, whether you are assigned as beat patroller, traffic investigator, or to any law enforcement function, do the tasks properly and wholeheartedly," Labra said. The event was attended by the PRO-13 command group, regional and personal staff, chiefs and members of the regional support units, and other police commissioned and non-commissioned officers. The simple and solemn ceremony was highlighted by the reading of the pledge of allegiance to the Philippine flag “Pagpupugay sa Watawat ng Pilipinas.” National Flag Day marks the first unfurling of the national flag by President Emilio Aguinaldo after winning the Battle of Alapan against Spanish troops on May 28, 1898.
