Police identified the victim as Kagawad Joselito Magallanes, 60, of Barangay Dancalan. Isabela police chief Police Major Joseph Partidas said that the councilor, who normally went out of his house every morning to turn off the lights in the streets, saw an unidentified man at his neighbor's grocery store. Partidas said the councilor called the attention of the man, but the latter allegedly shot him in the head, and fled. Policemen recovered from the crime scene P300 coins sealed with a tape, improvised chisel, a pack of cigarettes, and a slipper. Partidas said the suspect, who was later identified as 37-year-old Melchor Salazar, was arrested in pursuit operation in the said village on Thursday afternoon. He was identified by some witnesses, according to Partidas. Partidas said that Salazar allegedly carted away P115,000 worth of cash and some grocery items. He said the suspect was previously arrested for a drug offense, and was later released from jail through plea bargaining. Robbery with homicide charges will be filed against the suspect, he added.
