Comelec may opt to solely use internet voting for overseas Filipinos

The Commission on Elections (Comelec) is eyeing to use solely utilize internet voting for overseas Filipino Absentee Voters should the plan to venture into it pushes through by the 2025 midterm polls.
In an interview, Comelec Chairman George Erwin Garcia said that if the overseas voters would patronize this mode, they may decide to phase out the mail-in and personal voting system.
"Kung after the 2025 election, nakita natin na mas pinatronize pala, mas ginusto pala ng mga Pilipino abroad 'yung internet voting, halimbawa kung ipatutupad talaga natin sa 2025, at pagkatapos eh konting-konti na lang ang nag-avail ng in-person voting eh siguro nga mas maganda na pwede nang mawala 'yung dalawang modes at matira na lang 'yung internet voting (If after the 2025 elections, we see that Filipinos abroad will be patronizing internet voting more in case it pushes through in 2025, and only a few will avail of in-person voting, it's better that the two moves be removed and internet voting stays)," Garcia explained.
In a statement, Comelec said that it has set steps towards deeply exploring the details, preparing for, and later on allocating the budget for internet voting as a matter of policy direction. it also mentioned that it is adding this approach in the hope to further increase the overseas voter turnout.
During the May 2022 polls, more than 34 percent of our registered Overseas Absentee Voters did cast their ballots. This is a slight increase from the 31 percent record made in 2010. Garcia stated that this "dismal" record was the highest in voting history.
He added that once internet voting is implemented, the Comelec will ensure the security and integrity of the process through features capable of validating the veracity of the result.
"Dapat secured, dapat maayos at may integridad 'yung result, at kayang ma-verify kung talagang 'yung results ay tama at tunay. Sisiguraduhin po natin 'yan (It should be secured, the result should be clear and with integrity, and can be verified if true. We will make sure of that)," Garcia said.
Currently, Overseas Absentee Voters are able to vote via the in-person and mail-in modes.
On May 17, the Comelec en banc approved internet voting for overseas Filipino voters for the 2025 elections.
"We approved the policy direction and therefore we are now to prepare the roadmap for electronic voting for overseas Filipinos," Garcia said in a message to reporters.
The decision was through the approval of the Comelec en banc during its regular meeting.
