PNP unbothered by reported recantation of its witnesses in Degamo killing
The Philippine National Police (PNP) insisted the integrity in the conduct of investigation and case-build up on killing of Negros Oriental Gov. Roel Degamo and at least nine others amid reports that at least four of their main witnesses have already recanted their testimonies.
In a statement released on Tuesday, May 23, the national police also committed to continue pursuing the case, saying its focus is to bring closure to the case and deliver justice for the victims and their families.
“While self-serving motives can influence testimonial evidence, our reliance on objective facts and forensic findings provides an unassailable foundation,” the PNP said in a statement.
“We place paramount importance on ensuring that justice is served, and we will not allow any distractions or attempts to undermine the investigation's integrity,” it added.
Earlier, Jhudiel Rivero, a.k.a. Osmundo Rivero was reported to have recanted his testimony through the filing of a counter-affidavit and an affidavit of recantation before the panel of prosecutors.
Three more witnesses were reported to have signified interest to do the same.
The witnesses were arrested in follow-up operations conducted by the police hours after Degamo was killed in a compound near his house in Pamplona town on March 4. At least nine other people died as a result of the daring assassination.
Police earlier said that those arrested had agreed to cooperate in the investigation.
The news of the witnesses’ recantation came as a surprise although there were already reports before that there attempts for them to withdraw their statements.
But the PNP insinuated that it is not affected by the development in the case: Rest assured, the SITG (Special Investigation Task Group) Degamo will persist in pursuing the truth with determination, striving to bring closure to the case and deliver justice for the victims and their grieving families.”
“The pursuit of justice, coupled with the protection of human rights, will remain our top priority, and we will leave no stone unturned in our quest for truth and accountability,” the statement added.
The same statement denied allegations that the witnesses were forced to pin down those who were tagged as masterminds behind the killing of Degamo.
“As Degamo's multiple murder case progresses, it is crucial to emphasize the unwavering commitment of the PNP to upholding human rights. We firmly believe that protecting and promoting human rights are fundamental principles that must be maintained in all our operations,” the statement read.
“We have taken concrete steps to promote and protect human rights by establishing dedicated human rights desks in every police station across the country. These desks serve as accessible channels for individuals to voice their concerns, file complaints, and seek assistance in cases of potential human rights violations. We are committed to addressing these concerns promptly and ensuring that all citizens are treated with dignity and respect,” it added.
The PNP then said it will leave the matter to the judiciary as it emphasized the competency and effectiveness of the country’s judicial system.
“We have faith that the courts will uphold the principles of justice and provide a transparent and unbiased examination of the evidence presented,” the PNP statement read.
