DND OIC Senior Undersecretary Carlito Galvez Jr. visited the GA at Camp Gen. Antonio Luna in Limay, Bataan recently where he commended its personnel for achieving its targets in ammunition production and reducing its rejection rates.
During the visit, GA Director Gerry P. Amante briefed Galvez about the organization's mandate, capabilities, achievements, as well as their issues and concerns.
“I commend you for achieving your target manufactured ammunition quantities and your desired quality by decreasing the rejection rate from two percent to below one percent for various types of ammunition,” Galvez said.
He also acknowledged the GA's “unique capability” to manufacture primers., making it “the sole entity in the Philippines with this capability.”
Primer refers to a chemical used in firearms and artillery to initiate a combustion that pushes the projectile out of a gun barrel.
“I am glad that you have improved your responsiveness to inter-agency requests for the manufacturing of ammunition,” Galvez said.
“Most importantly, you have developed the capability to manufacture the M4-type assault rifle, which has been tested by the Philippine Army, as well as the nine-milimeter MP9-carbine,” he added.
Galvez also recognized GA’s efforts to increase its capacity in manufacturing weapons and small arms ammunition through co-production or joint venture arrangements with local defense industries in line with the DND’s vision of a self-sufficient Philippines through the Self-Reliant Defense Posture (SRDP) program.
The SDRP aims to expand the GA’s current capacity for small arms and ammunition production.
“Thus, this track will ultimately enable the Government Arsenal to produce, sell, and even export selected products,” he said.
When Galvez assumed as the DND OIC in early January, he revealed that the Armed Forces of the Philippines (AFP) had been suffering from a [“high level” of ammunition wastage.](https://mb.com.ph/2023/01/23/afp-suffers-from-high-level-of-ammo-wastage-says-dnd-chief/)
Due to the absence of conflict or war, he said that many bullets that were produced ended up as trash. He then proposed to convert the bullets to training ammunition.
