CSC reminds: Certificate of Eligibility is free for first-time jobseekers


Civil Service Commission (CSC) Chairperson Karlo Nograles reminded on Tuesday, May 23, that first-time jobseekers eyeing government positions may request a copy of their Certificate of Eligibility (COE) for free.

They may avail of one original and one authenticated copy of the certificate at no cost under CSC Resolution No. 2000363, Nograles said.

This resolution was issued in February 2020 in compliance with Republic Act No. 11261 or the First Time Jobseekers Assistance Act (FTJAA).

"By giving free pre-employment requirements to qualified individuals, we not only expand access to government services, but we are also able to create opportunities that improve a first-time jobseekers’ access to employment," Nograles said.

The certificate is only issued to individuals who passed the Career Service Professional and Subprofessional Examination, as well as those with special eligibilities under special laws and CSC issuances.

"To request a copy of COE, an individual claiming to be an FTJ must be a Filipino citizen; actively looking for employment; and must secure and present a barangay certification attesting that they are an FTJ.

"Upon securing the barangay certification, the civil service eligible may proceed in any of the 16 CSC Regional Offices regardless of their place of examination to request for original and authenticated copies of the COE, free of charge," CSC said.

An additional copy is subject to a P100 fee, while P50 will be charged per authenticated copy.

The commission noted that if a person has previously applied for a COE but has never been employed, given that he or she is still eligible for the benefits under FTJAA, then their COE shall remain free.

It also reminded applicants to report back to their respective barangays upon successful employment.

A total of 208 free COEs have already been issued by the commission since the enactment of the resolution.
