Comelec rejects Impact Hub's P15.3-M unsettled liability claim
The Commission on Elections (Comelec) has denied Impact Hub Manila's P15.3 million worth of unsettled liability claim for the canceled presidential and vice presidential debates due to lack of documentary requirements.
In a May 19 letter signed by Comelec Executive Director Teopisto Elnas Jr. addressed to Impact Hub's counsel, Ma. Karla Denice M. Frias, Elnas noted that the latter's demand was not accompanied by necessary requirements that would establish the validity of the claim.
He also cited the Generic Procurement Manual Volume 2 - Procurement of Goods and Services which requires any request for payment to be submitted with an invoice for the services or goods provided, which Impact Hub failed to do so.

Otherwise, such payment can be the subject of disallowance by the Commission on Audit, together with its concomitant consequences, i.e. criminal, civil, and administrative liabilities," Elnas said. Impact Hub is a private entity that provided logistical resources for the Pilipinas Debate 2022, however, the last two portions were halted due to payment issues with Sofitel Philippine Plaza Manila, the event's host. The debate's sponsorship was later transferred to the Kapisanan ng mga Brodkaster ng Pilipinas. The Manila Bulletin has asked Impact Hub's reaction on the matter but there is no response yet as of writing.
