The Philippine National Police (PNP) has assigned a new commander at the Quezon City Police District (QCPD) after the courtesy resignation of Brig. Gen. Nicolas Torre III. 

Police Brig. Gen. Redrico Maranan, erstwhile chief of the PNP Public Information Office (PIO), was designated as the acting director of the QCPD effective Thursday, August 31.

Meanwhile, the post to be vacated by Maranan as the PNP-PIO chief was assumed by Police Col. Jean Fajardo, who concurrently serves as the PNP spokesperson. She said she has become the first ever female PNP spokesperson and PNP-PIO chief in the history of the organization.

The new designations were made official through a general order sent to reporters on Friday, September 1, and signed by Police Maj. Gen. Robert Rodriguez, the Director for Personnel and Records Management (PNP-DPRM).

It can be recalled that Torre submitted his courtesy resignation to PNP Chief Gen. Benjamin Acorda Jr. after he earned public ire when he presided over a press conference featuring dismissed cop Wilfredo Gonzales at the QCPD headquarters in Quezon City on August 27.

Gonzales was featured in a now-viral video of a road rage incident that also involved a cyclist in Quezon City last August 8. 

The press conference did not sit well with the public as some netizens viewed it as the QCPD giving special treatment to Gonzales, who allegedly physically and verbally attacked the cyclist as seen in the video. 

Gonzales, on the other hand, had said he already made amends with the cyclist during a settlement at the QCPD headquarters.

Maranan is a member of the Philippine National Police Academy (PNPA) “Patnubay” Class of 1995.

Since his appointment to the PNP in 1995, he has held various command, staff and training assignments in different levels of the organization, mostly in operating and line units.

He was named the PNP-PIO chief in October 2022.

Prior to this, he became the Deputy District Director for Operations of the QCPD. He briefly served as Chief of Staff of the PNP Drug Enforcement Group in 2021, and held other command positions as PNP Provincial Director of Pangasinan and Chief of Police of Marikina City, Chief of Police of Imus and Bacoor, Cavite and Company Commander of the Cavite Provincial Mobile Force Company. 

He also served in various capacities as a field grade officer in the Aviation Security Group, Police Regional Office CALABARZON, Southern Police District, Cebu City Police Office and Police Regional Office 5 in the Bicol Region.  

Maranan also received formal training on various police specializations in intelligence, drug law enforcement, incident management, aircraft operations, bomb investigation, human rights, hostage negotiation, and police tactical skills.

He holds graduate degrees in Management major in Development and Security and Business Administration at the Wesleyan University.

Meanwhile, Fajardo was designated as the PNP spokesperson in January 2022.

She also held numerous key positions in the police organization including as deputy director for operations of the PNP’s Drug Enforcement Group (DEG), provincial director of Pampanga Provincial Police Office, chief of the Central Luzon Police Regional Office (PRO-3) Intelligence Division (R2); and chief of police in Lubao and San Fernando, Pampanga.

Fajardo is a product of the Philippine National Police Academy (PNPA) Class of 1996. She also graduated from Jose Rizal University College of Law and passed the Bar examinations in 2009.
