COA says OVP's medical assistance program for seniors, PWDs 'needs improvement'
The Commission on Audit (COA) recommended “improvement” in the implementation of the Medical Assistance Program of the Office of the Vice President (OVP) for lack of specific provision on the discount and tax exemption of senior citizens and persons with disabilities (PWDs) who are beneficiaries of the program.
"The non-availment of the authorized discount impedes the efficient utilization of OVP funds, which could have been further used to assist more clients in need," the COA stressed in its 2022 audit report.
COA said its audit team randomly checked with 1,083 clients for the purchase of medicine, and they discovered that 471 or 43.49 percent of the assistance granted were with unavailed discounts.
It said that some of the clients reasoned that they failed to bring or present their senior citizen/PWD identification card or booklet to avail themselves of the authorized discount for medicine, while some clients opted not to avail themselves of the discount as the amount of their requested medicine does not exceed the maximum amount of OVP's medical assistance. Some simply said that they were not informed that they can avail themselves of discounts, it also said.
COA asked the OVP to undertake several improvements to address these issues, such as providing a price quotation of discounted prices for the convenience of senior citizens and PWDs.
It said it was informed by the OVP's Public Assistance Division (PAD) of the steps taken to strengthen its information campaign such as posting of reminders in the OVP website and its Facebook page called "Tanggapan ng Pangalawang Pangulo."
The PAD added that it will now remind clients during interview to avail themselves of their discounts, it also said.
