Based on EO 27, signed by Executive Secretary Lucas Bersamin on May 18, the Task Force on Zero Hunger (TFZH) will now be chaired by the Secretary of the Department of Social Welfare and Development (DSWD) alongside the Executive Director of the National Nutrition Council. The TFZH was established under EO 101 in 2020 to ensure that government policies, initiatives, and projects on attaining zero hunger shall be coordinated, responsive, and effective. The Task Force was formerly headed by then Cabinet Secretary Karlo Nograles, but the OCS was abolished under Marcos’ EO 1, and its functions transferred to the Presidential Management Staff (PMS) last year. “In view of the abolition of the OCS, there is a need to amend EO No. 101,” the new executive order read. Under EO 27, the Secretary of the Department of Agriculture shall serve as the vice-chairperson of the TFZH. President Marcos is the concurrent DA secretary. Other members of the reorganized TFHZ are: * Secretary, Department of Budget and Management * Secretary, Department of Education * Secretary, Department of Environment and Natural Resource * Secretary, Department of Labor and Employment * Secretary, Department of Trade and Industry * Secretary, Department of Science and Technology * Secretary, National Economic and Development Authority * Chairperson, Commission on Higher Education * Representative, Office of the President
The Task Force was initially created by former president Rodrigo Duterte in 2020 to eradicate hunger in the Philippines by 2030. The TFHZ rationalizes existing domestic laws, decrees, policies, and issuances pertinent to alleviating hunger and poverty, consistent with international laws and treaty obligations, and identifies and ensures the institutional responsibilities of concerned government agencies. It also coordinates with concerned government agencies and local government units, in consultation with civil society organizations, to conduct objective impact assessments on relevant action programs, among other tasks.
