BACOLOD CITY – A former drug offender is back in jail for the third time after she was arrested by the police in a buy-bust operation in Purok Kagaykay, Barangay 2 here on Wednesday, May 17.

The suspect was identified as Celeste Panaligan, 45, of Barangay 2. Panaligan yielded 62 grams of suspected shabu worth P421,600 during the operation. Police Capt. Joven Mogato, head of the City Drug Enforcement Unit (CDEU), said the suspect was first arrested by the Philippine Drug Enforcement Agency (PDEA) in 2008 after she was caught visiting a drug den. She was again arrested for conspiring in the illegal drugs trade in 2017, after she was released from jail in 2010 for her first offense. Panaligan was released from jail in December 2022 through plea bargaining for her second offense, Mogato said. She is a high-value individual, according to the police.
