Senate panel scrutinizes DOE, other power stakeholders' plan to provide long-term solutions to supply shortage
The Senate energy committee on Wednesday, May 17, scrutinized the plans of the Department of Energy (DOE) and other power stakeholders to provide long-term solutions to power supply shortages
Presiding as chairman of the Senate Committee on Energy hearing on the recent power outages in the country, Senator Rafael "Raffy" Tulfo pointed out that it is now high time to conduct a comprehensive audit on the reliability of the transmission system .
Also to be scrutinized is the performance of the National Grid Corporation of the Philippines (NGCP) amid the recent power outages.
“President Ferdinand “Bongbong” R. Marcos, Jr. agreed with my proposal to conduct a comprehensive assessment of the situation to determine whether the government should take back control over the transmission sector,” Tulfo said.
NGCP is a privately owned corporation in charge of operating, maintaining, and developing the country's state-owned power grid, an interconnected system that transmits gigawatts of power at thousands of volts from where it is made to where it is needed.
‘’The company performs its mandate as transmission service provider with the full awareness of its nature as a public utility, and in full compliance with the rules and regulations of the regulator, and existing laws governing its transmission operations,’’ the NGCP business profile stated. ]
With 40 percent of NGCP controlled by a Chinese firm, Tulfo told Senate reporters that there is a threat to Philippine security.
‘’Binanggit na ng NGCP na nagkaroon n ang inspeksyon ang NSC (National Security Council), may vulnerability ayon sa result ng inspection (there is vulnerability based on the result of the inspection),’’ he said.
Tulfo said it is easy for NGCP to sabotage the national grid,
‘’Based on our intel report na merong remote access ang China ang national grid of china, maacces nila at pwede nilag gawin ang gusto nilang gawin (China has remote access to the national grid of China, it can access and they can do what they want to do),’’ he pointed out.
"Very concern ako sa (on the) national security threat, andun clear and present danger, ang ating national grid ang may control ibang bansa and there is a clear and present danger that our national grid might be controlled by another country),’’ he warned
"Pwede nilang gawan tayo ng kalokohan kung gugustuhin nila (They can do any foolishness when they want to),’’ he added.
Tulfo also observed that a notice in Chinese characters is placed at the NGCP plant.
He also recalled his meeting with the President where he told him about possible security risk posed by NGCP and that he would like that a solution to this problem should be adopted.
Tulfo also said that he told the President that system operation should the returned to Transco (Transmission corporation) and NGCP would take care of maintenance.
‘’Umokay naman sya doon pero that is to be done with act of Congress (The President is willing but this has to go through Congress),’’ he added.
