Bill rationalizing veterans' disability pension gets penultimate House nod

The House of Representatives has approved on second reading the bill seeking to rationalize the disability pension of veterans who suffered disabilities while they were still in active service. Passed via simple voice vote (ayes vs. nayes) during plenary session Tuesday, May 16 was House Bill (HB) No.7939, which seeks to amend Republic Act (RA) No. 6948, titled, An Act standardizing and upgrading the benefits for military veterans and their dependents, as amended. If and when enacted, the measure will increase veterans' disability pension rate from P1,000 up to P1,700, to P4,500 up to P10,000. It will also hike the monthly pension being received by the spouse and minor children of a veteran from P500 to P1,000. A total of 4,386 pension-receiving veterans are expected to benefit from HB No.7939. Before the voice vote, Bataan 1st district Rep. Geraldine Roman sponsored the measure on the floor. According to her, it's been 28 years since the current disability pension rate was set by RA No.6948. “The House Bill No.7939 is timely, fair and necessary. It provides for the increase in the disability pension from the current range of P1,000 to P1,700 to P4,500 to P10, 000 depending on the rate of disability," she said. "The annual budgetary requirement will amount to around P423 million to benefit the 4,386 pensioners," noted Roman, one of the principal authors of the proposed statute. She also thanked 260 of her House colleagues who listed themselves as co-authors. Deputy Speaker and Ilocos Sur 2nd district Rep. Kristine Singson-Meehan declared the bill as approved on second reading. The House is expected to approve HB No.7939 on third and final reading next week.
