DPWH lays out 5-year performance strategic plan in series of workshops

The Department of Public Works and Highways (DPWH) has conducted a series of workshops was conducted to update its field units with the Performance Government System (PGS) Strategic Plan (StratPlan) for fiscal year 2023 to 2028.
The first leg of the workshop series was conducted for the Mindanao operations group last May 9, 2023 in Cagayan de Oro City which were attended by the DPWH PGS committee members headed by DPWH Senior Undersecretary and PGS Committee Chairperson Emil K. Sadain; and Regional Directors Cayamombao D. Dia, Zenaida T. Tan, Juby B. Cordon, Basir M. Ibrahim, and Pol M. Delos Santos of the DPWH Regional Offices IX, X, XI, XII, and XIII, respectively.
Also present during the event were DPWH Undersecretary and PGC vice-chairman Ardeliza R. Medenilla; PGS core team co-head and DPWH Assistant Secretaries Constante A. Llanes Jr. and Marichu A. Palafox, and Quality Management System (QMS) overall head and DPWH Assistant Secretary Ador G. Canlas.
Sadain noted that the strategic planning session “will enable offices to set performance targets of their respective units and the services and outputs that they will need to deliver to meet the established targets of the department.’’
Earlier, DPWH Secretary Manuel M. Bonoan issued Department Order (DO) 18 Series of 2023 reconstituting the PGS committee to undertake updating of the DPWH PGS and performance metric, harmonization of performance-related initiatives to ensure the alignment of existing management tools and regulatory requirements through coordinated policy issuances.
Crafted after a series of refresh session participated by identified representatives from the department’s different bureaus, services, regions, Unified Project Management Offices (UPMO) and district engineering offices (DEO), the new PGS Strategy will help DPWH endeavors to be more operationally and organizationally effective by setting priorities, by refining the targets responsive to needs of the changing times, and by looking for better ways of doing things to improve current conditions.
The DPWH-PGS Committee has identified three major outcomes for the updated DPWH-PGS Strategy Map and Enterprise Scorecard which consist of reduced travel time, improved road network safety, and lives and properties protected from natural disasters.
Others who attended the Strategic Planning workshop are the Assistant Regional Directors, Division Chiefs, Procurement Heads, Regional Public Information Officers, and nominated PGS Focal Persons of DPWH Regional Offices in Mindanao.
For his part former DPWH Undersecretary and ‘DPWH-PGS expert’ Raul C. Asis revisited the department’s PGS journey as a strategy management tool of the agency.
Asis also enlightened the participants about the crafting of the new DPWH-PGS Strategic Plan and the relationship of PGS with other systems in the Department and the Philippine government’s various performance metrics and regulatory requirements.
DPWH Corporate Planning & Management Division officer-in-charge (OIC) Jumar G. Tablando highlighted the salient features of the department’s StratPlan and headed a lecture and hands-on workshop on the crafting of fiscal year 2023 second semester commitments of the office performance commitment review for every DPWH regional office.
“To ensure the harmonious and synchronized implementation of the new DPWH-PGS StratPlan all over the country, similar workshops are set for two clustered regions: representatives from DPWH National Capital Region (NCR), Cordillera Administrative Region (CAR, Regions I, II, III and IV-A will convene in Manila on May 19, 2023; while representatives from Regions IV-B, V, VI, VII, and VIII will meet on May 25, 2023 in Cebu City.’’ the DPWH said.
