PBBM highlights 'loss and damage' diplomacy with Biden – Lotilla

Energy Secretary Raphael P. M. Lotilla said that President Ferdinand R. Marcos Jr. during his recent meeting with US President Joe Biden highlighted renewable energy (RE) and the "loss and damage" concept, which seeks to compensate countries that have little contribution to global climate change. Lotilla, who accompanied the President's five-day official visit the US, relayed that President Marcos raised the "loss and damage" (L&D) concept during his talk with Biden. L&D is a mechanism that will enable countries with less contribution to climate change to have access to the Loss and Damage Fund (LDF) that was recommended to be institutionalized as an offshoot of the 27th Conference of the Parties (COP27) of the United Nations Framework Convention on Climate Change (UNFCC) “The President raised a number of issues with President Biden and it’s not only about security and defense, but also economic and the climate change. And one of the things that he (Marcos) raised with President Biden was the concept of loss and damage and the role of renewable energy,” he said. From the energy sector standpoint, Lotilla cited the significance of bringing up the issue of L&D because it "involves the concept of compensation for countries that have had contributed the least to the climate change issues.” The L&D concept takes into consideration that countries that have historically spewed the least or have marginal greenhouse gas (GHG) emissions have been disproportionately impacted by the perils of climate change, such as rising sea levels, droughts and heatwaves, massive flooding as well as stronger and more frequent natural disasters like super typhoons. These L&D-linked irreversible harm that can no longer be addressed by adaptation measures alone, would include loss of livelihood, deaths and displacements of people as well as destruction of infrastructure facilities and properties due to the recurrent strike of natural disasters and other extreme weather events. The L&D concept does not just limit loss and damages impact to the present; but will also cover its spillover effect on the future generations. According to the United Nations, the LDF can extend financial assistance to countries that are seen to be most vulnerable when it comes to impact of climate change risks – and this is primarily a case for the Philippines. Contribution to the fund was recommended to be coming from the developed countries - among them the United States – since to a regrettable extent, they have been responsible for the bulk of GHG emissions triggering climate change. A US commitment to the fund is seen politically essential in demonstrating its seriousness to commit to the process of solving the global climate predicament. Through the years of climate change summits convened by the United Nations, the concept of loss and damage had always proved to be a controversial topic, because the developed countries have been arguing that such form of compensation may instigate "moral hazard" that could encourage some countries to continue with their polluting activities. It was the UNFCCC that galvanized the need for action on this sphere, hence, it paved the way for the establishment of the Warsaw International Mechanism (WIM) in 2013 and that served as a platform for continuing discussion on the "loss and damage" proposition as a response to the call of vulnerable countries for compensation – and that included the Philippines and similarly-situated countries all over the world. In the recent COP27 in Egypt, the vulnerable countries’ bid for L&D fund finally gained traction, with 24 countries initially committing to firm up decision by next year on the form of fund to be established, which countries will contribute and how the money shall be contributed to beneficiary-countries.
