DHSUD, Pasig LGU discuss local land and water use, zoning plan for 2023-2033


The Pasig City local government recently met with officials from the Department of Human Settlements and Urban Development (DHSUD) to discuss further improvements that can be done for the city’s land use and zoning policies and programs.

Pasig City Mayor Vico Sotto and DHSUD Undersecretary Henry Yap led the proceedings of the meeting at the city hall, together with the affiliated offices and departments.

The highlights of the discussions were the status and updates of the Comprehensive Land and Water Use Plan (CLWUP) of Pasig City, as well as the Zoning Ordinance.

The Pasig local government showcased its greening policies, including the development of linear parks and open spaces, improvement of pedestrian lanes, revitalizing the city center and business districts, and promoting mixed-use urban spaces that are integrated and sustainable for a “transit-oriented development.”

The presentation was conducted by City Planning and Development Coordinator EnP. Priscella Mejillano.

The DHSUD, for its part, offered technical assistance as the city government continues its review of the CLWUP.

“Undersecretary Yap praised the city’s urban development initiatives and its adherence to national planning guidelines and standards. He assured the LGU of DHSUD’s continued technical support on CLUP and ZO revision and exploration of partnerships in the implementation of urban development strategies, making the city a model of sustainable urban development,” said the DHSUD in a social media post.

The government agency also urged the city government to join the Philippine Urban Forum to learn the best practices and other innovations in urban settlement programs in the country. Through the forum, Pasig would be able to exchange ideas and pitch proposals for possible financing opportunities and investments.

Last Sept. 16, 2022, the local government conducted a consultation and review of the city’s draft CLWUP for 2023 to 2033. It was led by the City Planning and Development Office, in collaboration with the University of the Philippines PLANADES (Planning and Development Research Foundation, Inc).

According to City Councilor Quin Cruz, the chairman of the Committee on Non-Governmental Organization (NGO) & People's Participation Human Settlement & Urban Development Transportation and Mobility, the CLWUP serves as a guideline for a variety of activities and programs that the city government will implement on their land and water territories.

These include “proposals on public and private land development, expenditure of public funds, issues involving informal settler families (ISF) in danger zones, Pasig poblacion cultural revitalization, greening programs, and utilizing riverways as viable transportation.”

Last Oct. 18 to 19, 2022, the pre-joint technical review of the CLWUP 2023-2033 was held, attended by Mayor Sotto, Vice Mayor Robert “Dodot” Jaworski Jr, the city council, and officials from the city and barangay-level government offices.

Representatives from national government agencies such as the DHSUD-National Capital Region (NCR), Metro Manila Development Authority (MMDA), Department of Public Works and Highways (DPWH), Department of Transportation (DOT), Department of Science and Technology (DOST), National Economic and Development Authority (NEDA), Department of Environment and Natural Resources (DENR), and Metro Manila Subway Project Development Company (MMSPDC) also participated in the technical review.
