Bong Go files bill modernizing PH Coast Guard's capabilities
Senator Christopher “Bong” Go has filed a bill seeking to modernize the Philippine Coast Guard (PCG) and enhancing its capabilities to better protect the country’s maritime resources.
Go said Senate Bill No. 2112 aims to improve the capacity of the PCG as it seeks to provide it with the necessary assets and resources to more effectively perform its duties and responsibilities.
Passage of the measure into law will help upgrade the agency's vessels, aircraft, and equipment to meet international standards and improve the PCG’s response time during maritime incidents and emergencies.
“As we all know, the Philippine Coast Guard plays a critical role in ensuring the safety and security of our maritime nation. They are our first line of defense against threats such as smuggling and terrorism, and they also provide vital assistance during natural disasters and other emergencies,” cited Go.
"However, our coast guard is facing several challenges that hinder their ability to effectively carry out their duties. These challenges include outdated equipment, inadequate training, and insufficient funding,” he explained.
“That is why I am proposing a bill that aims to address these issues and modernize our coast guard,” the senator stressed.
Under the proposed law, PCG shall be mandated to undergo a modernization program that would focus on the elimination of accidents at sea, faster response times during search and rescue operations, and contribution to securing maritime zones from threats to national security and territory.
The bill also seeks to ensure the enforcement of Philippine laws in the maritime zone, and minimizing pollution and improving response times for recovering split pollutants.
The measure also promotes training and capacity-building programs that will cater to the PCG’s growing needs and ensure that its personnel are well-equipped to handle any situation that may arise.
The Department of Transportation (DOTr) would be the implementing agency and can enter into multi-year contracts subect to approval by Congress and the President.
He said Congress shall also appropriate funds based on the President's certification.
“Moreover, the bill will also establish a system of accountability and transparency in the management of our coast guard's resources and operations. This will ensure that the funds allocated for the modernization of our coast guard are used efficiently and effectively,” Go reassured.
“I believe that the modernization of our coast guard is not only crucial for our national security but also for the safety and well-being of our citizens, especially those who rely on our seas and waterways for their livelihood. We must ensure that our PCG is fully equipped and prepared to protect our waters and our people,” the lawmaker said.
