Mayor Zamora hails success of single-ticketing system dry run

San Juan City Mayor and Metro Manila Council (MMC) President Francis Zamora said on Wednesday, May 10, that the dry run of the revolutionary single-ticketing system in Metro Manila held on May 2 was a huge success as it led to more improvements in the system. In an interview with the media, Zamora said the dry run of the single-ticketing system was well received by both the participating local government unit (LGUs) and motorists particularly the convenient way of paying for fines and penalties. "Dito po sa San Juan, naging maayos po ang pagpapatupad ng ating dry run, ganun din sa mga lungsod na nagsimula na. Ang hinihintay na lang po namin ay ang customization ng mga gadgets na manggagaling po sa Metropolitan Manila Development Authority (MMDA). Pinakita na po sa atin ito ng MMDA sa ating huling pagpupulong at ang maganda po nito ay hindi lang online payment ang pwedeng gawin kundi on the spot payment din gamit ang mga credit card kaya mas convenient na ito ngayon (The implementation of the dry run here in San Juan and in the six other participating cities went without a hitch. We are now just waiting for the customization of the gadgets that will come from the MMDA. They have previously presented the said gadgets to us during our last meeting and another great improvement in these instruments is that these will not just accept online payments from e-wallets and digital payment services, but also on the spot payment using credit cards)," Zamora explained. The dry run of the single-ticketing system started on May 2 in the following pilot cities: \- Manila \- Quezon City \- Parañaque City \- Muntinlupa City \- Caloocan City \- Valenzuela City \- San Juan City "During our last meeting, I mentioned that over 1,000 apprehensions have been made all over Metro Manila so we are constantly monitoring the situation ngunit maganda po ang feedback mula sa ating mga motorista kasi nga po ang convenience na nararanasan nila (During our last meeting, I mentioned that over 1,000 apprehensions have been made all over Metro Manila so we are constantly monitoring the situation but so far, it was well received by motorists because of the convenience they are experiencing)," he added. The single-ticketing system aims to streamline the traffic violations and fines of the 16 cities and lone municipality comprising the National Capital Region (NCR). It also allows violators to pay their fines using e-wallets and other digital payment platforms on the spot, preventing the need for them to proceed to the city hall to pay for their violation. Earlier, all the mayors of the 16 cities and lone municipality in NCR signed the Metro Manila Traffic Code of 2023, which defines the 20 common traffic violations and the corresponding standardized penalties. The violations include: \- Disregarding traffic signs \- Illegal parking \(attended and unattended\) \- Number coding UVVRP \- Truck ban \- Light truck ban \- Reckless Driving \- Unregistered motor vehicle \- Driving without license -Tricycle ban \- Obstruction \- Dress code for motorcycle \- Overloading \- Defective motorcycle accessories \- Unauthorized modification \- Arrogance/Discourteous conduct \(driver\) \- Loading and Unloading in Prohibited Zones \- Illegal counterflow \- Overspeeding The fines for these 20 violations range from P500 to P5,000. The following special laws will also be implemented in the region: \- Seat Belts Use Act of 1999 \- Child Safety in Motor Vehicles Act \- Mandatory Use of Motorcycle Helmet Act \- Children's Safety on Motorcycle Act \- Anti\-Distracted Driving Act Asked what else can be improved in the single-ticketing system, Zamora said they will conduct additional trainings and seminars for traffic enforcers to further increase their familiarization on the system and the gadgets. "Para sa akin, yung familiarization po ng mga traffic enforcers sa mga gadgets. Sa San Juan po, meron kaming mga sariling gadgets na ginagamit sa ngayon ngunit pagdating ng mga gadgets galing sa MMDA ay yun naman po ang aming gagamitin (For me it's the familiarization of our traffic enforcers with the gadgets being used in the single-ticketing system. Here in San Juan, we do have our own gadgets that are being used. However, we will also start to use the gadgets that will be coming from the MMDA)," the mayor said. The local chief executive also stressed that the council will create more public information drives aimed at boosting the public's knowledge on the single-ticketing system.
