Marcoleta wants DA's Panganiban to resign, rechristens him as 'Panganib'

SAGIP Party-list Rep. Rodante Marcoleta says he will ask for the resignation of Bureau of Plants Industry (BPI) Director Gerald Glenn Panganiban, whom he comedically called "Panganib"--the Filipino word for danger--during the resumption of the House inquiry on agricultural hoarding. "Sayang wala lang si Director Panganiban (It's a shame Mr. Panganiban isn't here)," said Marcoleta during the hearing of the House Committee on Agriculture and Food on Wednesday, May 10. Panganiban was invited to join the proceedings as a resource person, but chose to attend an official function from May 7 to 12 in Rome, Italy instead. He sent a subordinate to the House hearing. "Siguro (Maybe) I will ask him to resign already, Mr. Chair. I'd like to put that on record that Director Panganiban heads three agencies but he cannot focus on any of them. That is why we are now in this sad plight. Ito, sibuyas pa lang po ang pinag-uusapan (We're only talking about onions here)," Marcoleta said. Wednesday's hearing was a continuation of the House probe on the hoarding-slash-price manipulation issue that congessmen launched last February in a bid to find out what led to the onion price surge in late 2022. So absurdly high were the prices of onion that they became more expensive than meat. Aside from being BPI director, Panganiban is also listed as the director of the National Urban and Peri-Urban Agriculture Program (NUPAP) and High-Value Crops Development Program (HVCDP). These are all under the Department of Agriculture (DA). "These are important agencies under the agriculture department. Isang tao lang ang naghe -head (Only one person is heading these). Do you consider Director Panganiban as a Superman?" Marcoleta sarcastically asked the attending DA officials. "Kaya siguro nagkakaganito tayo eh (That's why we're in this situation)," lamented the former deputy speaker. Turning to panel chairman Quezon 1st district Rep. Wilfrido Mark Enverga, Marcoleta asked, "Pwede ba natin palitan ng apelyido si Director Glenn Panganiban, Mr. Chair? Imbes na Panganiban, 'Panganib'. Nanganganib tayo dito eh (Can we change Director Glenn Panganiban's surname, Mr. Chair? Instead of Panganiban, let's make it 'Panganib'. Because we're in danger here)." "Imagine, three important agencies mandated or talked to assure the food sufficiency of this country, isang tao lang (under just one person). Pag nakausap ko si President [Ferdinand "Bongbong"] Marcos [Jr.], sasabihin ko sa kanya direcho ito (I'll mention this directly to President Marcos when I get to talk to him)," the SAGIP solon said. Enverga subsequently said that Panganiban would be required to attend future hearings on the issue. The next hearing has already been stated on May 17.
