SWS: Top PH gov’t institutions receive ‘very good’ net satisfaction rating

The Senate, House of Representatives, Supreme Court, and the Marcos Cabinet enjoyed “very good” net satisfaction ratings in the latest Social Weather Stations (SWS) survey results released on Thursday, April 6.

Based on the Fourth Quarter 2022 SWS survey, 75 percent of Filipinos are satisfied while 6 percent are dissatisfied with the performance of the Senate; 63 percent satisfied and 7 percent dissatisfied with the House of Representatives; 62 percent satisfied and 9 percent dissatisfied with the Supreme Court; and 59 percent satisfied and 9 percent dissatisfied with the Cabinet as a whole.

“The resulting net satisfaction ratings were ‘very good’ for all four top government institutions: +68 for the Senate, +56 for the House of Representatives, +53 for the Supreme Court, and +50 for the Cabinet as a whole,” SWS said.

Senate ‘excellent’ in Mindanao, ‘very good’ elsewhere

SWS pointed out that the Senate’s net satisfaction rating was highest in Mindanao at +81, followed by Balance Luzon at +68, Metro Manila at +63, and the Visayas at +59. 

“Compared to October 2022, it rose from +73 in Mindanao, +59 in Balance Luzon, and +58 in Metro Manila. However, it fell from +68 in the Visayas,” it said.

Moreover, net satisfaction with the Senate was higher in rural areas at +77 than in urban at +60. 

SWS said its rating rose from +66 in rural areas and hardly changed from +61 in urban areas.

Meanwhile, the Senate’s net satisfaction rating hardly varied by sex, age group, and educational attainment, ranging from +61 to +72. 

Compared to October 2022, it either fell or rose by single digits across basic demographics except for the double-digit increases from +52 among the 18-24-year-olds, +61 among elementary graduates, and +58 among senior high school or vocational graduates.

House of Representatives maintains ‘very good’ rating

SWS said the net satisfaction rating of the House of Representatives was highest in Mindanao at +65, followed by Metro Manila at +54, Balance Luzon at +53, and the Visayas at +52. 

“The December 2022 net satisfaction ratings hardly changed in all areas compared to October 2022,” it added.

Meanwhile, the net satisfaction with the House of Representatives was higher in rural areas at +63 than in urban areas at +48. 

It rose slightly from +57 in rural areas while it fell slightly from +54 in urban areas, SWS said.

SWS also found that the net satisfaction rating of the House of Representatives hardly varied by sex, age group, and education, ranging from +50 to +67. 

“Compared to October 2022, it barely changed in all basic demographics except among the 18-24-year-olds, where it rose by 10 points from +57,” it pointed out.

Supreme Court stays at ‘very good’ +53

SWS said the Supreme Court’s net satisfaction rating was very good in all areas: +55 in Mindanao, +53 in Balance Luzon, +52 in Metro Manila, and +51 in the Visayas.

“Compared to October 2022, it rose from +43 in Metro Manila and +46 in Balance Luzon. It fell slightly from +54 in the Visayas and +60 in Mindanao,” it also said.

The net satisfaction with the Supreme Court was also higher in rural areas at +58 than in urban areas at +48.

“Compared to October 2022, it rose slightly from +52 in rural areas but did not change from +48 in urban areas,” SWS said.

It added that the net satisfaction with the Supreme Court was very good in all basic demographics, ranging from +50 to +64, except for the good levels among the 45-54-year-olds (+48) and college graduates (+36). 

“Compared to October 2022, it either rose or fell slightly in all basic demographics except for the 10-point increase among the 18-24-year-olds and elementary graduates, and the 16-point decrease among college graduates,” it said.

Marcos Cabinet at ‘very good’ +50

According to SWS, the net satisfaction with the Cabinet was very good in Mindanao (+53), Metro Manila (+52), and Balance Luzon (+52), while it was good in the Visayas (+43). 

Compared to October 2022, it rose from +44 in Balance Luzon, while it fell slightly from +57 in Metro Manila. It fell from +64 in Mindanao and +53 in the Visayas, it said.

Moreover, net satisfaction with the Cabinet was higher in rural areas at +55 than in urban areas at +45. 

Compared to October 2022, SWS said that it hardly changed from +53 in rural areas, while it fell slightly from +50 in urban areas.

Meanwhile, the Cabinet’s net satisfaction rating was very good among women (+52), 18-24-year-olds (+55), those 55 years old and above (+50), non-elementary graduates (+57), elementary graduates (+51), and senior high school/vocational graduates (+54). 

It was good among men (+48), 25-54-year-olds (+49 each), junior high school graduates (+47), and college graduates (+42), SWS added. 

“Compared to October 2022, it either rose or hardly moved across basic demographics except among the 35-to-44-year-olds, where it fell by 11 points from +60,” it said.

The Fourth Quarter 2022 SWS survey was conducted from Dec. 10 to 14, 2022, using face-to-face interviews of 1,200 adults, 18 years old and above.

The survey has sampling error margins of +/-2.8 percent for national percentages and +/-5.7 percent each for Metro Manila, Balance Luzon, Visayas, and Mindanao.
