Pasay Mayor Emi urges judges to expedite case hearings of detainees
Pasay City Mayor Emi Calixto-Rubiano said that an appeal to judges has long been made to expedite the hearing of cases of persons under police custody (PUPCs).
Rubiano said the appeal was made for the immediate issuance of the commitment order to transfer PUPCs to the Bureau of Jail Management and Penology (BJMP).
She said the transfer of PUPCs will help decongest all police custodial facilities.
The mayor said 35 PUPCs are detained at the Malibay detention facility and 10 of them bolted on Monday, April 3.
Rubiano said the detainees who bolted the detention facility have small and thin body built, which enabled them to sneak out of the small opening.
She congratulated the local police under the supervision of Col. Frolian Uy for their immediate action that led to the recapture of the 10 fugitives.
The mayor said the jailbreak that occurred at Malibay detention facility is a lesson learned. She hoped that the incident will not be repeated.
Rubiano also said the coordination of relatives with the police to recapture of the escapees was a big help.
She was also thankful that no bloody encounter had occurred as the policemen pursued the detainees.
