Wait for final version of 2021 budget to see if Bayanihan 3 is still needed --- Roque

It may be premature to propose a third Bayanihan law to ease the impact of the coronavirus pandemic on the local economy, Malacañang said Tuesday.

According to Presidential spokesman Harry Roque, it would be prudent to wait for the final version of the proposed 2021 national budget that will be passed by Congress before deciding if another Bayanihan measure will be needed.

The P4.5 trillion budget proposal, certified urgent by President, has been passed by the House of Representatives last month. The budget deliberations are ongoing at the Senate. 

"Well, tingnan po muna natin. Kagaya ng sinabi ni (Finance) Secretary (Carlos) Dominguez (III), kung ano ang lalabas dito sa budget na binubuo ngayon sa Kongreso at kung mayroon pong kakulangan, eh pupuwede naman pong magpapasa muli ng Bayanihan 3 (Let us see. Secretary Dominguez has said that a Bayanihan 3 measure can be passed if there will be any shortage from the budget being formed by Congress)," he said during a televised press briefing Tuesday.

(Pero sa ngayon po, parang premature pa iyan dahil hindi pa natin nakikita kung ano ang magiging anyo at ano ang mangyayari doon sa proposed budget for 2021, baka naman po kung napaloob na iyan sa 2021 budget ay hindi na po kakailanganin ng Bayanihan 3.  Tingnan po muna natin (But for now, it seems premature because we have not seen the form of the proposed budget for 2021. It might be included the 2021 budget so there might be no need for Bayanihan 3. Let's wait and see)," he said.

Marikina City Rep. Stella Luz Quimbo has proposed the approval of the third Bayanihan law, that will include a P340 billion allocation to address the economic impact of the pandemic and help the affected Filipinos. Quimbo claimed that the proposed pandemic response included in the proposed 2021 national budget was insufficient.

Senator Ralph Recto also suggested a Bayanihan 3 measure this time to provide aid to victims of recent typhoons in the country.
