Palace: 'Quick substitution' list in vaccination made by hospitals, not LGUs
Malacañang said that the quick substitution list in the government's vaccination program against the coronavirus disease (COVID-19) is made by hospitals as local government units (LGUs) are not yet involved in the program.

Presidential Spokesman Harry Roque made the statement after he confirmed on Thursday that there was such a thing as a "quick substitution list" in the vaccination program after actor Mark Anthony Fernandez was inoculated ahead of his turn.
In a virtual presser over State-run PTV-4, Roque said it was the hospitals that made the list.
"Ang alam ko po diyan yung may substitution list ay yung mga ospital na siyang nagtuturok ngayon (To my knowledge, the hospitals are the ones that have the list because they are the ones vaccinating the people)," he said Friday.
"Hindi pa naman directly involved ang ating mga LGUs dito (LGUs are not yet directly involved in the vaccination program)," he added.
Roque reiterated that the quick substitution list was important to ensure that no vaccine will be going to waste.
"Kung merong natitira sa vial at hindi talaga dumating yung mga nagpalista na magpapabakuna eh meron talaga tayong magagamitang substitute nang hindi lalong masayang yung mga bakunang 'yan (If there are vaccines left because the health workers who registered did not show up, then we have a substitute who will receive the vaccine so they won't go to waste)," he said.
The Palace official, meanwhile, advised Interior Undersecretary Epimaco Densing III to clarify the list with the hospitals.
On Wednesday, President Duterte ordered the Department of Health (DOH) to investigate those who skipped the vaccination queue, naming five mayors who did such an act. He also mentioned a "child of a celebrity " but refused to name names. His statement, however, came after Fernandez was reported to have been vaccinated.
Parañaque City Mayor Edwin Olivarez that Fernandez was vaccinated because he was part of the said list that allows non-health workers to be inoculated.
Olivarez has explained that Fernandez was on the list because he has comorbidities, making him qualified to be prioritized in the vaccination program.
