PRO-13 Director Police Brig. Gen. Pablo G. Labra II said that participants are now equipped with knowledge and skills on procedures and guidelines in the evaluation and disposition of administrative cases. They will be designated by the disciplinary authority as summary hearing officers conducting summary proceedings and submit a report of investigation based on the provisions of the National Police Commission Memorandum Circular 2016-002. “Our summary hearing officers were tasked to keep the PNP disciplinary mechanism running and expedite the resolution of administrative cases involving our uniformed personnel in the Caraga region,” Labra said. “This was part of our effort to enhance internal discipline among our ranks,” he added. The PRO-13 Regional Internal Affairs Service and Discipline, Law, and Order Section received 31 administrative cases against erring police officers from Jan. 1 to April 25, 2023. Twelve have been resolved while nine are under summary hearing procedures. Five are for deliberation by the Committee on Disposition of Administrative Cases and five are for Labra’s signature. Two police personnel were dismissed from the service during that period, the PRO-13 Regional Internal Affairs Service and Discipline, Law, and Order Section said.
