Muntinlupa to launch single ticketing system on May 2; e-trikes included in list of vehicles

The Muntinlupa City government and six other local government units in Metro Manila will start implementing the single ticketing system for traffic violations starting on May 2.  The Muntinlupa Public Information Office (PIO) held its “City Tok” Facebook live broadcast on April 27 to discuss the details of the single ticketing system together with Councilor Ting Niefes, chairperson of the City Council’s Committee on Transportation, and Muntinlupa Traffic Management Bureau (MTMB) chief Danidon Nolasco. Last March, the Muntinlupa City Council passed Ordinance 2023-055 adopting the Metro Manila Traffic Code of 2023, implementing a single ticketing system and harmonizing fines and penalties. It was signed by Mayor Ruffy Biazon.  In February, the the Joint Metro Manila Traffic Circular No. 01 of 2023, or the Establishment of the Metro Manila Traffic Code of 2023, was approved and adopted wherein the Metro Manila Development Authority (MMDA), Land Transportation Office and the 17 local government units in the National Capital Region (NCR) would “spearhead the institutionalization of the unified ticketing system and traffic code.”  The Muntinlupa ordinance was based on MMDA Resolution No. 23-02 or “The Resolution Approving and Adopting a Single Ticketing System Through the Establishment of the Metro Manila Traffic Code of 2023 which provides for a System of Interconnetivity among Government Instrumentalities involved in the Transport and Traffic Management In Metro Manila with Harmonized Fines and Penalties and Endorsing the Same to the Land Transportation Office and Local Councils for Adoption.”  Early this month, Biazon and other Metro Manila mayors signed a memorandum of agreement with the Land Transportation Office for the Land Transport Management System (LTMS) Interconnectivity. The LTMS interconnectivity is part of the single ticketing system. According to Nolasco, if a violator fails to pay the traffic fine in 10 days, a surcharge of five percent daily will be imposed. After the traffic violator fails to settle the fine, an alarm is sent to the LTO.  The 10-day period is also the time frame within which a violator can contest the violation with the Muntinlupa Traffic Adjudication Board and this can also be done online through a portal.  Under the single ticketing system, Nolasco said, motorists can also pay the fine through digital channels including bank transfer and e-wallets like GCash and Paymaya, and over the counter through 7-Eleven convenience stores.  He said under the system, a driver’s license will not be confiscated except when a motorist has a previous unpaid traffic violation with the LGU, LTO or MMDA, and when a motorist has accumulated 10 demerit points.  When asked if e-bikes are included, Nolasco said under the Metro Manila Traffic Code and single ticketing system, electric vehicles or e-vehicles are included such as e-trikes, or three-wheeled electric vehicles.  He said the single ticketing system will be implemented in two phases. Under the first phase, physical violation tickets will be issued and the system is now connected with the LTO.  In the second phase, traffic enforcers will use handheld devices in recording traffic violations. A paper receipt with a QR code will be issued to the motorist for the payment of the fine.  “Kapag ginamit itong device na ito, real time ay nakaconnect tayo sa LTO. So recorded na agad real-time 'yung violation with LTO (If this device is used, we are connected with the LTO in real time.
