Install street lights, informative road signs in proper locations—-Bonoan

The Department of Public Works and Highways (DPWH) has set up guidelines in the removal and reinstallation of informative road signs and street lights to ensure that they are placed in proper locations during road expansion projects.
DPWH Secretary Manuel Bonoan directed the implementing offices for road expansion projects to adopt the regulations in the “removal and reinstallation/replacement of road signages, road lighting, kilometer posts and road-right-of-way (RROW) boundary markers for road widening projects.’’
Bonoan explained that the set of guidelines will ensure the proper installation, removal, safekeeping and reinstallation of “existing ‘road signages, road lighting, kilometer posts and RROW boundary markers to their proper location during road expansion works.’’
For the proposed projects, the order states that based on the inventory of all signages that are found in the project area, the quantities and cost estimates of the removal and reinstallation/replacement of road signages, road lighting, kilometer posts and RROW boundary markers shall be included in the Program of Works (POW) and Approved Budget for the Contract (ABC) of the proposed project.
In the case of on-going projects that have no item of work for the removal and reinstallation/replacement and installation of new road signages, road lighting,
kilometer posts, RROW boundary markers, the same can be included in a variation
order, subject to the availability of funds, existing rules and regulations and department policies pertaining to variation order.
The inventory of the above-mentioned items must be a joint inspection of the Planning and Maintenance Section/Division Chief, or their authorized representatives, and for approval by the District Engineer/Regional Director, respectively.
“The monitoring and safekeeping of the road signages, road lighting, kilometer posts and RROW boundary markers affected by the on-going road widening projects is under the responsibility of the contractor.’’
Any losses or damages of the road signages, road lighting, kilometer posts, and RROW boundary markers shall be the contractor's liability “and the repair or replacement of the same shall be at the expense of the concerned contractor's liability and the repair or replacement of the same shall be at the expense of the concerned contractor subject also to the approval and acceptance of the head of the implementing office.’’
The repair, installation and reinstallation of all road signages, road lighting, kilometer posts and RROW boundary markers must be in accordance with the existing guidelines and specifications.
