Higher fines in single-ticketing system needed to discipline motorists - Mayor Francis
San Juan City Mayor and Metro Manila Council President Francis Zamora said that with the introduction of higher fines and penalties in the single-ticketing system that will be implemented in the National Capital Region (NCR) starting May 2, motorists should now learn the value of discipline and respect for the region's traffic laws and regulations.

In an interview with dzBB, Zamora said that several motorists were dismayed with the amount of fines and penalties that will be implemented once the single-ticketing system is pilot-tested in seven NCR cities starting May 2.
According to the MMC, fines and penalties in the single-ticketing system range from P500 to P10,000.
"Unang una, wala naman pong magbabayad ng multa kung walang violation. If you do not violate any traffic regulation, then you will not be fined or penalized. Yung multa po kasi kinakailangan eh nararamdaman natin sapagkat kung tayo po ay mag-commit ng anumang traffic violation at sobrang baba naman ng multa eh hindi tayo madidisiplina (First of all, if you did not commit any violation then there is no need for you to be fined or penalized. The essence of introducing these fines is for our motorists to strictly adhere to the traffic rules and regulations. If the fines and penalties are low, then they will just commit the same violations again and they will not learn discipline)," Zamora explained.
The mayor added that motorists may appeal to the adjudication board of the city where they were caught in case they believe that their apprehension was wrong or unjust.
"Mayroon po kayong sampung araw para i-contest po yan sa adjudication board ng lungsod kung saan kayo nahuli at kung hindi nyo bayaran o puntahan yung adjudication board within 10 days, ay inaamin na ninyo na kayo nga po ay talagang nagviolate. (You have 10 days to contest with the adjudication board of the city where you were caught. Now, if you fail to pay the fine or fail to go to the adjudication board to contest your apprehension, then it's good as admitting that you indeed violated the traffic rule)," Zamora noted.
The local chief executive had earlier said that the single-ticketing system will be pilot-tested in seven Metro Manila cities - San Juan, Manila, Parañaque, Quezon City, Muntinlupa, Caloocan, and Valenzuela - starting May 2 to ensure the seamless transition of other local government units (LGUs) in the region to the system.
Nearly three decades in the making, the single-ticketing system aims to streamline the traffic violations and fines of the 16 cities and lone municipality comprising the NCR. It also allows violators to pay their fines using e-wallets and other digital payment platforms on the spot, preventing the need for them to proceed to the city hall to pay for their violation.
The MMDA had previously released the list of common traffic violations to be included in the Single Ticketing System.
These are: Disregarding traffic sign, illegal parking both attended and unattended, violation of number coding, truck ban, reckless driving, tricycle ban, obstruction, dress code for motorcycles, overloading, defective motor vehicle accessories, unauthorized modification, arrogance/discourteous conduct, loading and unloading zone in prohibited zones, illegal counterflow and overspeeding.
Illegal counterflow, unauthorized modification, truck ban, illegal parking for unattended cars and reckless driving have the heaviest penalty.
