Pasig LGU extends assistance to ISF relocatees in Tanay, Rizal
The Pasig City local government recently passed a resolution to continue extending assistance to the informal settlers families (ISF) from the city who were relocated to areas in Tanay, Rizal.
Resolution No. 55-11, series of 2023, authorizes the local government to sign another memorandum of agreement (MOA) with the municipal government of Tanay, Rizal to support the families in the three resettlement areas in Barangay Plaza Aldea in Tanay, namely NHA Southville 10, Eastshine Residences, and Hauzville.
The Pasig and Tanay governments signed similar MOAs in the past, however the agreement for the Southville and Eastshine villages lapsed last Dec. 31, 2022; and the agreement with Hauzville has expired since 2021.
The ISFs residing in the resettlement areas previously lived along the waterways and danger zones in both Pasig City and Tanay, Rizal. They were relocated due to the clearing operations conducted by the national and local governments, in accordance with the [Supreme Court Mandamus on Manila Bay (G.R. 171947-48)](https://lawphil.net/judjuris/juri2011/feb2011/gr_171947_2011.html).
The Supreme Court Mandamus ordered national and local government agencies “to clean up, rehabilitate, and preserve Manila Bay, and restore and maintain its waters [to SB level], to make them fit for swimming, skin-diving, and other forms of contact recreation.”
It included dismantling structures, constructions, and other encroachments built in violation of the Urban Development and Housing Act of 1992 and other laws along the Pasig-Marikina-San Juan rivers among other waterways in Metro Manila. It also directed the removal and transfer of ISF families to their appropriate relocation sites.

“The City Government of Pasig expresses its willingness to continue extending assistance to the said relocation sites as stated in Section 16 and 17 of the Local Government Code of 1991 for the benefit and welfare of the relocated Pasig residents,” read the resolution.
The resolution, approved on March 20, 2023 and signed by Mayor Vico Sotto, aims to grant assistance by providing basic services such as funding the salaries and allowances of personnel involved in the security, sanitation, health, school and daycare, and livelihood trainers in the relocation sites.
“It also looks forward in the few years to come to the full integration of the Pasig relocatees into the governmental system of Tanay via transfer of voter’s registration and provision of basic services,” it added.
The resolution also noted that the municipal government of Tanay, Rizal requested the assistance of the Pasig government to the families, citing financial constraints.
On his social media page, City Councilor Quin Cruz, the author of the resolution, said he met with the members of the Pasig Urban Settlement Office (PUSO) and administrators of the resettlement sites to discuss the shortcomings and rooms for improvement of the three-year local system integration plan.
The management of the resettlement process for the beneficiaries are the combined effort of city and municipal governments, alongside the National Housing Authority (NHA).
Cruz shared that there have been some developments at the sites, but issues concerning water supply, electricity, and difficulties in establishing social and health centers remain.
For the meantime, the barangay is helping supply the communities with sufficient water, while coordination between the Pasig and Tanay local governments with the Manila Water company are on-going.
