Admin cases filed vs 9 cops, 3 PNP officers over death of 4 military spies in Jolo

The Internal Affairs Service of the Philippine National Police (PNP) has filed administrative charges against the nine policemen in Sulu who were accused of killing the four military intelligence operatives pursuing suicide bombers in Jolo almost three months ago.

PNP chief Gen. Camilo Pancratius Cascolan said the cases filed by the IAS also includes three police officials based in Sulu for command responsibility.

He identified them as Lt. Col. Michael Bawayan, the then provincial director of Sulu; Maj. Walter Annayo, chief of police of Jolo; and, Capt. Ariel Corcino, head of the Provincial Drug Enforcement Unit of Sulu.

Those charged for the actual participation in the incident were Police Senior MSgt. Abdelzhimar Padjiri, MSgt. Hanie Baddiri, Police Staff Sgts. Iskandar Susulan, Almudzrin Hadjaruddin, and Ernisar Sappal, Police Cpl. Sulki Andaki, and Patrolmen Moh. Nur Pasani, Alkajal Mandangan, and Rajiv Putalan. They are now under restrictive custody at Camp Crame in Quezon City.

The nine policemen are facing cases of murder and planting of evidence in connection with the June 29 incident that led to the death of Maj. Marvin Indammog, commanding officer of the 9th Intelligence Security Unit, Capt. Irwin Managuelod, field service intelligence commander; Sgt. Eric Velasco, and Cpl. Abdal Asula.

“Summons were served last week to the nine respondents who are presently under restrictive custody by the Headquarters Support Service in Camp Crame. Because they are under restrictive custody, these personnel are readily available to face investigation by the panel of Summary Hearing Officers who will determine probable cause to take further administrative action against them,” said Cascolan.

“I am giving the Internal Affairs Service the freehand in exercising its mandate to determine the administrative liability of these personnel and to impose the appropriate penalty as prescribed under PNP regulations.  Let me assure that these personnel will be afforded due process throughout the course of the entire investigation,” said Cascolan.

The maximum penalty for the administrative cases filed by IAS is dismissal from the service.

The official said the three officials charged for command responsibility were already sacked from their posts and were already instructed to proceed to Camp Crame.

On June 29, the local police intercepted the vehicle of the four military intelligence agents. When they failed to present their identification cards, they were ordered to proceed to the Jolo police station for verification.

It was near the police station where the four soldiers were killed, with the local police insisting that they were forced to fire at the soldiers after one of them tried to point a gun at them.

The incident drew the ire of military commanders who disputed the claim of the local police based on the testimony of some witnesses.

During a Senate probe, the police said one of the slain soldiers was connected to a drug personality operating in Sulu. The military denied the allegation and said that it was just meant to divert the attention away from the fact that the policemen killed the soldiers.
