Number of PUMs balloon to over 22,000, but Pangasinan still COVID-19 free
LINGAYEN, Pangasinan – The Provincial Health Office (PHO) here has reported a total of 22,122 persons under monitoring (PUMs), even as the province remained free of the coronavirus disease 2019 (COVID-19), as of Tuesday morning, March 17.
Of the total number of PUMs, the PHO said 21, 844 are undergoing 14-day quarantine, while 178 have already completed isolation.
The province has recorded 21 persons under investigation (PUIs) with 16 still being observed in hospitals, and the remaining five already discharged.
On Monday night, March 16. Governor Amado I. Espino III signed Executive Order No. 0013-2020, placing the Pangasinan under community quarantine starting March 16 until April 12.
The EO has eight salient features on declaration of community quarantine, quarantine checkpoints, curfew restriction of movement, modified work schedule for the provincial government, monitoring and reporting, prohibition of hoarding and reselling, and prohibition on spreading fake news.
The declaration of community quarantine was aimed at limiting the movement of people, to accessing only basic necessities and work. It also mandates that uniformed personnel and quarantine officers to be present at strategic border points across Pangasinan.
Quarantine checkpoints set up at strategic points throughout the province will be manned by the Pangasinan Provincial Police Office (PPPO), Armed Forces of the Philippines (AFP), Provincial Health Office (PHO) and Provincial Disaster Risk Reduction and Management Office (PDRRMO).
Guidelines for checkpoints were enumerated as follows:
1)Â Â Â Persons who are not residents of the Province shall be denied entry in the said points, except: a) health workers; b) authorized government officials; c) those travelling for medical reasons; d) persons providing/delivering basic services, public utilities and essential commodities; e) essential workforce.
2)Â Â Â Persons who are allowed entry to the Province must be checked for symptoms of COVID-19 infection. Persons manifesting symptoms of COVID-19 infection shall be submitted to the nearest medical or quarantine facility.
3)Â Â Â All persons who gained entry to the Province are directed to report to their respective barangay/Barangay Health Emergency Response Team (BHERT) and to observe self-quarantine for 14 days, except those enumerated in the first guideline.
4)Â Â Â Home quarantine and social distancing shall be strictly implemented for people who are at a high risk of being infected such as infants, elderly, those who are immunocompromised or with co-morbidities and pregnant women.
Preventive and safety measures shall remain in full force as what was earlier stated in EO No. 0012-2020 issued last March 13 to include class suspensions, postponement of public gathering events and safety measures by private sector during the entire quarantine period.
Tourist destinations and recreational facilities across the province shall be closed and unavailable to the public during the quarantine period along with shopping malls which are encouraged to limit their operation, as well.
