“In these critical times, one’s serious resistance or willful disobedience to, or lack of cooperation with the constituted authorities will expose one to prosecution,” he reiterated.
The Secretary explained he has to remind the public, otherwise, “people (will) ignore the measures that we have taken to defeat a dangerous enemy.”
On Monday night, President Duterte placed the entire island of Luzon under enhanced community quarantine as part of efforts to curb the 2019 novel coronavirus disease (COVID-19).
Guevarra said those who will defy the measures under the enhanced quarantine could be charged for resistance or disobedience to a person in authority under Article 151 of the Revised Penal Code (RPC).
He added that charges of “non-cooperation” can be filed under Section 9 of Republic Act 11332, the Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act.
Guevarra also noted that there are also penal provisions under the Quarantine Act.
